Overview

Jhpiego seeks a Deputy Chief of Party (DCOP) for the USAID MCGL (MOMENTUM Country and Global Leadership) project with geographic focus in Banten, East Java, East Nusa Tenggara (NTT), North Sumatera and South Sulawesi, in additional to national level support. The project aims to support PHC strengthening at national level as well as implementation in selected districts. The DCOP will work closely with, and provide complementary experience and skills to the Chief of Party, and will work closely with program implementation teams to ensure that resources are applied appropriately (e.g. human, financial and material).  This includes supervising program management staff, overseeing annual work planning, leading the design, implementation, and reporting of project activities, representing MCGL to donors and partners, and all other aspects of program management.  In the absence of the Chief of Party, the DCOP may be required to undertake the responsibilities of that position on a temporary basis.

Responsibilities

Technical Leadership Responsibilities:

  • Provide programmatic leadership for, and oversee, under direction of the Chief of Party, the strategic planning of activities in support of the PHC program goals and objectives, including the determination of program priorities and appropriate technical initiatives
  • Coordinate the work of all team members with their designated counterparts within USAID, the Ministry of Health, as well as partners and other key stakeholders in Indonesia such as NGOs, to ensure effective technical assistance and the smooth implementation of activities
  • In collaboration with COP, manage subagreement relationship with Save the Children
  • Advise national and subnational counterparts on programmatic and technical issues and participate in relevant advisory and/or working groups with counterparts and partner institutions
  • In close collaboration with the COP, coordinate and monitor all human, financial and material resources of the program to ensure successful implementation
  • Develop and modify as necessary the technical workplans and budget; review workplans and spending against budget monthly with the Chief of Party
  • Guide the analysis, synthesis and reporting of program outputs and results in close collaboration with the MEL team
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results
  • Write and/or review technical components of reports, materials and publications related to the program and its development
  • Ensure resources for program implementation are available
  • Work with finance and project staff to develop and track project budgets
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation 
  • Ensure compliance with USAID policies

Internal Communication Responsibilities:

  • Lead regular meetings and coordination with MCGL PHC program staff involved with this initiative both at national and subnational levels
  • In collaboration with COP, coordinate closely with MPHD leadership/counterparts to ensure synergies
  • Ensure continuous performance monitoring of supervisees through Jhpiego’s JEMS system

 

Public Relations and Representation Responsibilities:

  • Represent MCGL as requested by the COP for project progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums
  • Develop and maintain strong working relationships with USAID, Ministry of Health, key representatives of other USAID-/donor-funded health programs and other key stakeholders in Indonesia to maximize resources and leverage synergies around programmatic PHC issues and programs

Required Qualifications

  • Masters or other advanced degree in public health, medical doctor, health administration, international health or a related field
  • Previous experience serving as COP/project director or DCOP or senior level management
  • 7+ years' experience successfully managing large, multi-partner, multi-year international health sector development projects that have implemented successful activities in health systems strengthening and MNH
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Previous experience working in Indonesia with strong understanding of local health system and PHC
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • In-depth knowledge of USAID projects, regulations, compliance and reporting requirements
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
  • Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
  • Excellent written and oral presentation skills, including report writing and dissemination
  • Written and oral fluency in English and in Bahasa Indonesia
  • Ability to travel nationally and internationally up to 30%
