Purpose of consultancy

To provide technical expertise to the Gender, Rights and Equity Department in the delivery of specific capacity building products.

Background

WHO's Global Programme for Gender Equality, Human Rights and Health Equity provides leadership, normative standards, evidence, and technical and policy support to Member States and partners to improve country-level health outcomes, achieve the SDGs, and ensure that all people can enjoy the right to the highest attainable standard of health. The Programme also works to build WHO’s institutional capacity to address health equity, gender equality and human rights throughout its programs and increase learning, alignment, coordination and collaboration across the organization.

The GRE Programme has developed and launched a Roadmap for the WHO Secretariat to Advance Gender Equality, Human Rights and Health Equity which prioritizes capacity building of the organization’s human resources. In late 2022, the Programme undertook a capacity assessment on gender equality, human rights and health equity which informed the development of a capacity building plan in 2023. The organization is now ready to begin an intensive period of implementation of capacity building.

Deliverables

Learning needs analysis.

  • Output 1.1: Design and analyze rapid learning needs surveys and user experience (UX) research with target learner groups across WHO regions and priority countries to identify and prioritize their learning and competency development needs to inform the GRE learning course design and development.
    • Deliverable: Learner personas.
  • Output 1.2: Identify key knowledge areas and resources required for the course and other learning opportunities.
    • Deliverable: Technical Report.
  • Output 1.3: Work with the Academy learning designer to prepare the course concept note defining the target learners, expected learning outcomes, potential challenges, outlining the structure, content, and key components of the course and possible learning formats.
    • Deliverable: Course concept note.
  • Output 1.4: Work with the Academy team to finalize the production budget for this course.
    • Deliverable: Production cost estimate.
  • Output 1.5: Work with the technical leads and regional leads on how to deliver additional learning opportunities outlined in the capacity building plan including regional workshops, communities of practice and others.
    • Deliverable: Concept note for additional learning opportunities.

Expected by Month March 2024.

Project planning and coordination.

  • Output 2.1: Collaborate with the learning designer, technical leads and regional leads to prepare a design project plan based on the defined scope of the course and other learning opportunities.
    • Deliverable: Learning design project plan.
  • Output 2.2: Prepare a risk mitigation plan with the learning design identifying the possible risks with the course design and development and possible solutions to mitigate such challenges.
    • Deliverable: Risk mitigation plan.
  • Output 2.3: Act as the communication liaison between the technical unit and other subject matter experts and the Academy team.
  • Output 2.4: Review and validate the accuracy and relevance of the learning materials as per the approved project plan before the start of the design stage gate and organize them as per the requirements of this course and learning opportunities.
  • Output 2.5: Ensure that the reviews and signoffs are completed and share the final content with the learning designer before and during the design and production phases.
    • Deliverable: final content submitted.

Expected by Month 2

Defining the objectives, competencies and credentialing.

  • Output 3.1: Collaborate with the learning designer, technical leads and regional leads to define learning objectives based on identified needs and conduct a competency mapping based on the chosen competency framework.
    • Deliverable: Competency mapping.
  • Output 3.2: Assist the learning designer, technical leads, regional leads and assessment specialist in defining the type of award, and the assessment and learning strategies for the course and other learning opportunities.
    • Deliverable: Assessment and learning strategy document.
  • Output 3.3: Collaborate with the learning designer, technical leads, regional leads and the assessment specialist to prepare formative and summative assessment questions for the course based on the targeted award type.
    • Deliverable: Assessment blueprint.
  • Output 3.4: Work with the assessment specialist to outline the required learning analytics and pass/fail limit required on collated data.
  • Output 3.5: Work with the delivery and impact team to create an impact measurement plan with key metrics.
    • Deliverable: Impact measurement plan.
  • Output 3.6: Work on the planning clearance form for the course along with the technical unit lead and submit it for approval.
    • Deliverable: Planning clearance form.

Expected by Month 3

Learning design and production.

  • Output 4.1: Provide subject-specific inputs and ensure the accuracy, relevance, and quality of the course content from the perspective of their expertise.
  • Output 4.2: Provide technical expertise to inform the learning program's content.
  • Output 4.3: Participate in designing workshops and content development meetings.
  • Output 4.4: Review and validate the accuracy and relevance of the learning materials as per the approved project plan.
    • Deliverable: report on technical accuracy of materials and alignment with the project plan.
  • Output 4.5: Collaborate on storyboard drafts with the learning designer.
    • Deliverable: final story boards.
  • Output 4.6: Participate in regular reviews and provide feedback on the storyboards and developed modules to ensure the accuracy and relevance of technical content.
  • Output 4.7: Collaborate on the production phase by providing recommendations on multimedia elements, simulations, or any interactive components.
  • Output 4.8: Consolidate feedback from Technical Unit members for the course.
    • Deliverable: final modules.
  • Output 4.9: Prepare and submit the executive clearance form for this course.
    • Deliverable: executive clearance form.

Expected by Month 4.

Delivery, impact, and quality improvement.

  • Output 5.1: Contribute to the development of an outreach strategy to maximize the course's and learning opportunities’ impact.
    • Deliverable: outreach strategy.
  • Output 5.2: Provide insights on potential target audiences and marketing approaches.
  • Output 5.3: Implement interim learning opportunities.
    • Deliverables: list of recommended courses, workshops, GRE network meetings and communities of practice, help desk, learning hub and one-on-one sessions with technical staff.
  • Output 5.4: Record learner feedback after the course launch to inform quality improvements and updated learning designs and plans.
    • Deliverable: learner feedback summary and analysis.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in educational studies with a focus on adult learning approaches.

Experience

Essential:

  • At least 7 years of relevant experience in adult learning, training course development, project management.

Desirable:

  • At least 5 years of work experience in one or more of the following disciplines: health equity, gender equality or human rights.

Skills:

  • Adult learning approaches and training development
  • Communications skills
  • Management skills.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Intermediate knowledge of one other UN language.

Location

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration:

Band level B - USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
