Purpose

Montenegro is in the process of establishing a Public Health Emergency Operations Center (PHEOC) that will serve as a hub for better coordinating the preparation, response, and recovery of public health emergencies. World Health Organization CO Montenegro is supporting the country in this endeavor, in collaboration with the Ministry of Health and the Institute for Public Health and EU funding through the project support in establishing a fully operational Emergency Operating Centre (PHEOC).
WHO CO is looking for a qualified Project Assistant to provide project administrative support to the PHEOC project implementation while performing day-to-day secretarial & administrative duties within the Project Unit.

Background

The PHEOC project will contribute to further supporting the systematic reform of the national social welfare, child-care, and health systems, through the implementation of a new strategic, legal, and institutional framework in line with the EU acquis. The specific objective of the project is to ensure that the capacities of the Institute of Public Health are strengthened to respond effectively to public health requirements for all future outbreaks of contagious diseases in the country through a functional Emergency Operating Centre. The project assistant will support all project preparation and implementation activities that will help achieve the objectives mentioned above.

Description of Tasks

  • Tracking project progress, assisting in budget preparation, monitoring work plan execution

  • Providing administrative and operational support on the implementation of the project

  • Assisting project financial resources management, efficient procurement, and logistical services

  • Providing support to project implementation, guaranteeing quality, efficiency, and effectiveness

  • Supporting planning, monitoring, and evaluation activities of the project, in articulation with the Project Coordinator

  • Updating and organizing documents, scheduling meetings, taking detailed notes, tracking team progress, and fostering effective collaboration with all stakeholders

  • Responding to routine telephone inquiries and correspondence

  • Record keeping, creating background files, and compiling reference material, accessing and retrieving information from relevant databases and doing basic research

  • Coordinating appointments for meetings or other events for Project Coordinator to missions, consultants' visits, and visitors

  • Assisting the organization of events held in the country (working groups, seminars/courses, workshops, and symposia), providing secretarial and logistical support in the preparation and organization of practical local arrangements

  • Making arrangements for duty travels including travel authorizations, flight and hotel reservations etc.

  • Initiating service and goods requisitions, preparing related contracts, recording receipts of deliverables cleared by the Head of the WHO Country Office, triggering and monitoring related payments as needed

  • Acting as informal translator/interpreter when required

  • Any other task as may be requested by WHO HoCO.

Qualifications

Educational Qualifications

Essential: Minimum secondary level education.

Desirable: Bachelor's Degree in Business Administration, Law, Economy, Communications and Social Sciences.

Experience

Essential: Minimum three (3) years of work experience in project implementation

Skills/Knowledge

Essential:

• Solid computer skills and knowledge of relevant software packages including MS Word, Excel, PowerPoint, and email.

• Good organizational skills and a systematic and organized approach.

• High standards of professional ethics and integrity.

Languages

Essential: Excellent knowledge of written and spoken English and Montenegrin language.

Remuneration

a. Remuneration: EUR 1700 EUR (monthly)

b. Expected duration of SSA contract: 10.5 months with possible extension
