Partnerships Manager – UK Portfolio

Permanent, Full Time

Location – UK Home Based with travel to our UK offices in Thornhill (Dumfries and Galloway) or Wilton (Wiltshire)

Salary – £43,000 to £47,000 per annum, dependent upon experience

About the role:

As part of HALO’s Partnership Team and reporting to HALO’s Head of Partnerships, this role will support the Strategy Group with the management of global contracts, leading the contract management of HALO’s UK Government Portfolio and Irish Aid. The role will work towards the expansion of HALO’s donors beyond Europe and the US to allow HALO to diversify its operations in the countries we work. The Partnership Manager is responsible for line managing one Partnerships Officer.

Key Responsibilities

UK GOVERNMENT PORTFOLIO MANAGEMENT

  • As the Contract Director, this role will oversee the UK Government Donor relations including the management of HALO’s largest consortia project, the Foreign Commonwealth & Development Office (FCDO)-funded Global Mine Action Programme (GMAP). The role will also support programmes funded by the UK Integrated Security Fund (UKISF).
  • Working closely with the Head of Partnerships and the UK Policy Manager to understand and maximise UK funding opportunities for mine action and associated activities. This includes but is not limited to Integrated Security Fund (ISF) and any new frameworks resulting from the new Foreign Commonwealth Overseas Development Department (FCDO).
  • Manage the UK Government’s Procurement Portal and ensuring HALO is compliant with all UK Government due diligence via the INSPIRE portal (annual due diligence, contract level due diligence and safeguarding due diligence.

FCDO CONTRACT DIRECTOR - GLOBAL MINE ACTION PROGRAMME (GMAP)

  • As the GMAP Contract Lead, this position will be HALO’s focal point for the GMAP programme, overseeing the funding across 10 HALO programmes.
  • Lead on all new GMAP related project proposals.
  • Key focal point for relevant donor contacts, partners, and programmes in the delivery of this contract and will ensure delivery is in line with contract requirements and project objectives.
  • To provide advice and support to Programme Managers and their teams on FCDO Global Mine Action Programme contract management, risk management and reporting.  
  • Work alongside HALO’s Global Grants Manager to monitor spend in line with FCDO’s commercial contracting mechanisms, ensuring that programmes are able to realign project budgets when needed.
  • To monitor contract coordination with other GMAP partner organisations at HQ and country level, including the management of HALO's global partnership with The Mines Advisory Group (MAG).
  • To liaise directly with the third-party monitoring and evaluation organisation to ensure accurate and timely reporting to FCDO.
  • To provide support for the monitoring and evaluation on the GMAP contract working closely with the MEAL team, to ensure Key Performance Indicators (KPIs) are met, as well as assessing and demonstrating the outcomes and impact of the activities undertaken.
  • To work with the MEAL, Partnerships, and Finance teams to prepare quarterly reports, and updates on country progress/ risks at FCDO quarterly and Project Board meetings.
  • To work with the Head of Partnerships to ensure contract compliance and clear chain of communication with donor, partners, and programmes.
  • Supported by the Partnerships Officer, ensure all UK Government project data is uploaded onto IATI.

 

IRISH AID LEAD

  • Key focal point for HALO’s relationship with Irish Aid. Key responsibility is the oversight of HALO’s Irish Aid funded multi-year programme, funding 7 HALO countries between 2023 – 2025.
  • Oversee all Irish Aid contract management, including project spend, reporting against agreed outputs and outcomes, MEAL activities and risk management.
  • Chair meetings with Irish Aid and subcontractors (MAG), to discuss project progress.

 

DIVERSIFICATION OF FUNDING PORTFOLIO

  • Research and seek opportunities for new funding and donor diversification, beyond the EU and US. Build new relationships with the Australia and New Zealand as potential donors.
  • Build relationships with new donors outside of Europe and the US: by exploring new opportunities, drafting, and implementing donor engagement plans.
  • Conduct analysis of donor strategies and policies, summarising and disseminating findings
  • Draft and review donor proposals and reports.
  • Analyse and improve commercial aspects of selected proposal submissions.

Essential

  • Excellent written English
  • Experience of report and tender writing
  • Experience managing complex donor contracts
  • Strong presentation and communication skills
  • Degree in Social Sciences, Economics, International Affairs or related field, or equivalent experience
  • Ability to produce high quality work under demanding deadlines and manage own time and workload in a fast-paced environment
  • Strong numerical skills and experience of working with budgets
  • High attention to detail
  • Knowledge or experience of Monitoring and Evaluation
  • Be available for short-term travel to HALO programmes, and related events
  • Experience of working in the humanitarian or international development sector

Desirable

  • Experience of working in the mine action sector
  • Experience working with partners and wide ranging teams
  • Working proficiency in additional languages are advantageous
  • Knowledge or experience of working with UK Aid funding
