Overview of position

Under the overall supervision of the Programme Officer (Disaster Risk Reduction/DRR) and direct supervision of the Senior Programme Engineer (DRR); and, in collaboration with relevant Units in Afghanistan Country Office, the successful candidate will be responsible and accountable for the following duties and responsibilities.

Role objectives
  • Core Functions / Responsibilities:

    1.Support regular site inspections to DRR construction sub-projects in targeted provinces under the project.

    2.Assist in carrying out feasibility assessment surveys in proposed locations to identify potential disaster-prone locations for DRMI interventions based on required criteria.

    3.Assist in preparing general site sketches through assessment surveys and collect quality photos of selected locations for further desk review.

    4.Assist in estimation of quantities and costs of materials, equipment, or laborers to determine project feasibility.

    5.Assist to carry out site assessment of the area prior to commencement of the construction works for the evaluation of availability of quality construction materials.

    6.Prepare plans and schedules for project delivery and regularly analyze all schedule trends.

    7.Estimate the day-to-day requirement of construction materials, tools, and equipment at the site and issue requests to concerned personnel to deliver material to the site on time.

    8.Keep records of laborers (skilled and unskilled) and all materials delivered/used on the site on a daily basis.

    9.Monitor quality control of materials and workmanship to ensure the work is according to design, specifications, and within the planned timeline.

    10.Monitor setting out the design layout to guide the construction works.

    11.Support the hiring process of skilled and unskilled laborers & provide basic training to skilled and unskilled laborers in the project construction site.

    12.Submit various reports, including daily reports with pictures when needed and mandatory weekly progress reports from the field.

Project reporting

This role works under the overall supervision of the Program Manager, the successful candidate will support HAP in DRM infrastructure projects specified.

Key competencies

Required Qualifications and Experience

Education

Bachelor's degree in a relevant field such as Civil Engineering, Water (resource) Management at a recognized University with B.Sc. degree or higher with at least two years of relevant professional experience.

Or

High School Diploma / Certificate in above fields with four years of relevant experience.

Experience

1.Experience in implementing and monitoring of different type of structures particularly stone masonry protection wall, gabion masonry protection walls, retaining walls, gabion works, check dams, water intakes, culverts, floodway, and others (buildings and ect.)

2.Experience in monitoring construction of water management Structures is preferable.

3.Experience in organizing on site activities such as layout of infrastructures particularly water management structures including protection walls, supervising construction works, labours management and supervision, preparing labours timesheets, guiding and receiving construction materials and construction tools etc.

SKILLS

• Proficiency in Engineering codes including IBC, ASCE, and ASTM.

• Familiarity with Survey Engineering tools such as Total station, level machine, and GPS.

• Knowledge in MS Office, AutoCAD and other construction related software.

• Experience with Planning and scheduling software’s such as MS project.

• The candidate must be willing to reside and work in designated areas and work overtime if necessary.

• Familiarity with progress report writing on daily and weekly basis.

• Good Communication skills on community basis is desired.

Languages

  • For all applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
