GGGI is working with the Ministry of Energy and Mines (Ministerio de Energía y Minas – MEM) and other public and private entities of the energy sector to promote the expansion of the renewable energy share in Dominican Republic.

 With funding from the KGNDF, GGGI will deliver demand-led technical assistance to the Government to design and promote the continuous growth of the Solar PV, developing solutions for off-grid, on-grid connected to the distribution network and integration of BESS, which will support the country target to reach 25% of renewable energy share by 2025.

 

The Energy Senior Assistant will provide operational, administrative as well as coordination support on the implementation of the Sustainable Energy Expansion through Decentralized Solar PV and Storage in the Dominican Republic (SEEDS-DR) project funded by the Korean Green New Deal Fund (KGNDF). The objective of the project is to increase the government’s and developers’ capacity to integrate energy storage systems in RE utility and off-grid applications, leading to the design of a replicable energy storage solution facilitating and accelerating the increased share of wind and solar in Dominican Republic’s energy mix.  

The Energy Senior Assistant will be based in Santo Domingo and will work embedded in the Ministry of Energy and Mines (MEM) offices. The Energy Assistant will support the project team on information management, desk research, stakeholder coordination, arranging meetings, trainings, workshops, documenting processes and liaison with relevant government partners.

The Energy Senior Assistant will have technical guidance and input from GGGI Regional Energy Lead, the GGGI Regional investment officers and technical consultants.    

 

PURPOSE

 

The Energy Senior Assistant will be the National Project Coordinator for the KGNDF-funded project Sustainable Energy Expansion through Decentralized Solar PV and Storage in the Dominican Republic (SEEDS-DR). S/he will report to the Project Manager and work closely with the rest of the project team to ensure successful project implementation. This will include gather information about the current energy legislation, policies and regulation of solar PV solutions in Dominican Republic, desk research on best practices and experiences of energy storage solutions in the region, coordinating the engagement of project stakeholders, support the organization of events, participating in knowledge sharing programs, and coordinating inputs for monitoring and reporting. The individual shall engage with colleagues within GGGI and MEM staff to successfully achieve the project objectives.

 

 

ENGAGEMENT

 

The individual shall be responsible for coordinating local and regional stakeholders and GGGI team to deliver the activities for the project. S/he will also be the key interlocutor with MEM counterparts and implementing consultants. S/he will actively participate in the workshops and training organized as part of the project.

 

 

DELIVERY

 

The general roles and responsibilities of the Energy Senior Assistant include:

  • Support GGGI Regional Energy Lead / Project Manager in the planning and execution of the KGNDF-funded project in Dominican Republic.
  • Coordinate between the MEM staff, government officials, consultants, GGGI regional staff and other project stakeholders (like government officials and beneficiaries) to ensure optimal results achieved for the project.
  • Conduct energy need assessments in selected off-grid communities. 
  • Perform data gathering and background research to assess the status of the utility scale Solar PV and Energy Storage Solutions in Dominican Republic and in the region.
  • Support in the consolidation, refinement and propagation of locally relevant Energy Storage technologies and solutions.
  • Support the regular monitoring and reporting of the project, both internally and to the donor.
  • Organize capacity building and knowledge sharing workshops both internally and externally.
  • Facilitate effective communication and cooperation across thematic areas and with country teams to enhance GGGI's delivery.

 

 

REQUIREMENTS
QUALIFICATIONS

 

  • Education: A bachelor degree in energy policy, technology, engineering, macro-economics, or other related fields.
  • Specialization in sustainable energy and related fields is a distinct advantage;
  • Work Experience: Preferred 2 years of professional experience in the above fields with an emphasis on solar PV solutions and project implementation. Specific experience in BESS will be an asset.
  • Experience in coordinating relationships with government officials, industry groups and contractors is desired.
  • Familiar with energy access issues, energy policy, and regulatory frameworks in Dominican Republic.
  • Experience in Dominican Republic energy context, preferably on policy consultation and project development, is a plus.
  • Fluency in Spanish and English is a must.
  • Must be a citizen or Dominican Republic or have a valid work permit for Dominican Republic.

 

 

FUNCTIONAL

 

  • Experience in engaging with development partners in support of government climate change objectives;
  • Experience in administrative processes necessary for project implementation. ;
  • Experience in supporting project delivery, i.e. managing/supporting the delivery of results on time and on budget;
  • Strong command of utilizing Microsoft Excel, and other complex data management software is a plus;
  • Excellent analytical skills, critical thinking ability, and data mining skills; and

WORKING CONDITIONS

 

The Energy Senior Assistant is an X5 grade level in GGGI's Dominican Republic salary scale. Determination of base salary is subject to candidate's experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, days of annual leave, and private health insurance.
