Overview & Responsibilities

The International Development Law Organization (IDLO) enables governments and empowers people to reform laws and strengthen institutions to promote peace, justice, sustainable development, and economic opportunity. IDLO, through Supporting Afghan Justice through Non-state Actors (SAJNA) aims to support Afghan justice sector CSOs and their staff to deliver services safely and effectively.

Under the direct supervision of the Organizational Capacity Building - OCB Team Manager, the planning and Policy Development Consultant will collaborate with OCB team in conducting organizational assessment of 15 partner organizations. The assessment will be conducted in three phases, each phase covering five partner organizations. The consultant will produce assessment report for each organization, covering safety & security, monitoring & evaluation, strategic planning, communication, anti-fraud, and child protection. This activity is aimed at harmonizing partner organizations’ policies and operations with established best practices standards and prevailing regulatory framework. This is a deliverable-based contract, and the key tasks are outlined below.

 

The Contractor will undertake the following activities:

  • Develop and update organizational assessment questionnaire.
  • Engage with key stakeholders of the partner organizations through interviews to gather input and insights for organizational assessment.
  • Assist the OCB team in conducting organizational assessments for partner organizations to identify potential gaps and deficiencies at the policy level and ensure compliance.
  • Evaluate the consistency and relevance of plans, policies, and procedures within partner organizations with their functions and mandates.
  • produce comprehensive assessment reports for each partner organization covering areas including safety and security, strategic planning, communication, monitoring and evaluation, transparency and accountability, and other administrative policies and procedures.
  • Conduct assessment roundtables for partner organizations at the end of each assessment phase.

Job Requirements

Education and Professional Experience

  • Bachelor’s or Master’s degree in public policy, Business Administration, Business Management, Human Resources, or similar field
  • At least five years proven experience with master’s degree and eight years of experience with bachelor’s degree in developing and implementing organizational policies.

Languages

  • Professional proficiency in written and spoken Dari and/or Pashto, and English is essential. Fluency in all three languages is desired.

Specific knowledge, skills, and competencies

  • Knowledge and experience in one or more of the following specializations:
    • Human Resource Management:
    • policy development
    • Procurement:
    • Financial Management / Budgeting:
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of IT software and the internet.
