Overview of position

General background:

  • YEEAP is a three year project IDA grant that will finance distributed solar solutions to provide urgently needed access to electricity in Yemen. The project is structured in three components, Financing for off grid solar (component 1), project implementation support & market development (component 2) & a contingent emergency response component (component 3). Component 1 finances off grid solar solutions for rural & peri urban households (subcomponent 1.1) & critical service facilities (subcomponent 1.2).

  • Under subcomponent 1.2, our client has engaged solar suppliers / contractors to provide grant financed solar energy systems to critical service facilities in rural & pre urban areas. Critical facilities includes health centers, schools, & rural water wells.

  • Our client will utilize Solar Engineers in assessment, design & supervision of the installations & maintenance of the granted solar systems to the critical facilities.

Objectives of consulting service:

  • The main objective of the specialist’s mission is to contribute to the project’s scope to strengthen the operational capacity of the supported health storage warehouses at the national (central) & subnational (governorate) levels through rehabilitation works of the warehouses’ infrastructure, provisions of furniture & equipment & capacity building training to the current / existing Supply Chain Management (SCM) techniques for the targeted facilities under the project.

  • As a result, the practices currently used at all stages of supply chain are to be reviewed by the specialist starting from identification of needs, quantification & forecasting till the required delivery as per the project scope. All weaknesses & areas requiring improvement should be duly identified & addressed, the remedial actions to be proposed by the specialist to define the needs & readiness of the sustainability of national supply chain storage warehouses, including technical requirements, operational processes, storage capacity, spatial requirements, etc. for each storage warehouse / level.

Role objectives

Under the overall guidance & direct supervision of the Project Manager & in close collaboration with our clients project team. The specialist is expected to provide recommendations, guidelines, requirements, specifications & clear reports for the below activities:

Assessments of the existing supply chain systems & infrastructure: Conduct desk review & liaise with the project team to fully be familiar with the existing situation of the health storage warehouses at the national (central) & subnational (governorate) levels to ensure all aspects of the existing supply chain has been discussed & evaluated within the framework of implementation of the project, including:

  • The existing storage / warehouse facilities’ space & layout including the existing cold storage areas i.e., the walk in cold & freezer rooms.

  • The martials handling equipments currently in use i.e., racking systems, shelving, lift trucks, hand trucks, etc. including the transportations vehicles for each facility.

  • Analysis of inventory control & stock management practices currently applied.

  • Review the effectiveness of the Standard Operating Procedures (SOPs) & Process Safety Management System (PSM) in use in the country.

  • Identify the existing weaknesses & bottlenecks preventing normal Supply Chain Management (SCM) functioning.

Rehabilitation / upgrading of the existing supply chain systems & infrastructure: Propose & present the remedial actions & develop the concrete & clear tools for elimination of the problems identified in order to determining of the potential scope & nature of our clients interventions for each storage warehouse within the framework of implementation of the project, including:

  • Advise on the required cold storage capacity of walk in cold & freezer rooms for each storage warehouse / level.

  • If required, advise on technical matters relating to the implementation of the large size cold & freezer rooms, clarify & improve specifications in case inadequacies are observed, detect possible gaps & propose substitute or alternative approaches as necessary.

  • Provide technical inputs to the QA company in charge of designing the vaccine stores to house the cold & freezer rooms, include plans for floor layout, building envelope thermal insulation, electricity supply, backup generator supply, electrical protection, lighting, ventilation, etc.

Project reporting

This role will work under the overall guidance & direct supervision of the Project Manager & in close collaboration with our clients project team.

Key competencies
  • Bachelors degree in engineering with 2 years working experience in design & implementation is required.

  • Excellent communication & reporting skills.

  • Good written skills in English & Arabic.
