 RFP (Request for Proposal) to Empanel Tax Compliance Firm for CIMMYT INDIA

The International Maize and Wheat Improvement Center (CIMMYT) is an international organization focused on non-profit agricultural research and training that empowers farmers through science and innovation to nourish the world in the midst of a climate crisis. CIMMYT is a member of CGIAR, a global research partnership for a food secure future dedicated to reducing poverty, enhancing food and nutrition security, and improving natural resources.  CIMMYT in India has a Branch Office at New Delhi and project offices in different states.

CIMMYT India invites proposals from reputed CA Firms for tax compliance. The scope of work is as below:

Withholding Tax Compliance:

  • Review of accounting vouchers on monthly basis for Quarterly TDS Return.
  • Analyzing all tax and new information necessary to quantify Compensations and complying to that effect with the instructions received from the client and applicable regulations.
  • Prepare summary of withholding tax for monthly deposit to authorities by client through banking channel.
  • Assistance for preparation of necessary challan and payment of withholding tax liability.
  • Preparation of detailed quarterly TDS data and reconciliation.
  • Preparation and timely filing of quarterly / annual returns of withholding tax in Form 27A and 26Q, as per applicable provisions. Also, issuance of Form 16 A to vendors and consultants.
  • Issuance of Form 16 A to vendors and consultants on a quarterly basis.
  • Review and setup of tax challans/details for the period from April till current month to incorporate the same in current financial year tax certificates and IT compliance.
  • Rectify the errors and omissions found in the TDS Returns as and when identified.
  • Assist in resolving queries received from vendors and consultants with regards to Tax deduction and Form 16A.
  • Advise on latest amendments in the Income Tax Act, 1961 and allied laws.
  • Maintain master data of TDS (Vendors and Consultants). 

Please see below some indicative numbers/figures for information:

  1. No. of staff = 60; no. of consultants = 10
  2. Approx. No. of vouchers in a month = 120-150
  3. No. of visits in a month to Delhi Office = Once/ Twice a month
  4. Approximate number of vendors = 100 

Guidelines for Submission for Proposals:

  • Signed & stamped sealed proposal on co. letterhead should be submitted through courier/by hand to the following:
  • Country Representative
  • CIMMYT India
  • G-2, B-Block, NASC Complex, DPS Marg
  • New Delhi 110012
  • The envelope should be superscribed with “RFP for Tax compliance for CIMMYT India’’
  • Financial Proposal should be as per format given at Annex I
  • Proposal validity:Agreement will be entered into for 3 years wef April 01, 2024 (based on satisfactory performance) so the cost quoted will remain valid for a period of 3 years.
  • Payment Terms: Upon receipt of tax invoice on monthly basis
  • Corporate Documents to be submitted:
  1. Proof of address (Rent agreement/Electricity or Telephone bill)
  2. ID of legal representative
  3. Bank statement/ Cancelled Cheque
  4. PAN Card
  5. GST Registration Certificate
  6. Official letter of registration/ Certificate of Incorporation/ICAI registration copy
  • Experience and client list to be submitted alongwith RFP
  • Last date of submission of RFP is Feb 02, 2024 (Friday)
  • Incomplete proposals will not be considered
  • CIMMYT reserves the right to select/ reject the proposals or cancel this RFP at any point of time without any liability whatsoever.

CIMMYT will enter into an agreement with the selected Tax Compliance firm for a period of three years, subject to satisfactory services.

  1. Selection of service provider for purchase of goods/ services will be done at the sole discretion of CIMMYT. This RFP may also be cancelled at any time without any prior notice to service provider (s) at the discretion of CIMMYT’s Management without any liability to CIMMYT whatsoever. E-mail or Telephonic queries with regards to selection process/progress of the procurement will not be entertained.
  2. The potential vendor/s may be asked to give a presentation of their product/services to the concern person/s at CIMMYT as a part of the evaluation of the proposal submitted.
  3. The list of documents required are just indicative. Further details could be asked by CIMMYT to examine the proposal in detail.
