The Volunteer Solutions Section (VSS) develops policies and solutions to support the mobilization of UN Volunteers across the UN system. VSS is responsible for providing robust and innovative volunteer service offer to the UN system, including consolidated volunteer types and categories, policies, talent acquisition (sourcing to recruitment) and volunteer engagement and management expertise. VSS works in close collaboration with UNV units at headquarters, the Regional Offices and Field Units to provide a relevant products and tools to support onsite and online volunteer mobilization.
Reporting to the Programme Specialist, Volunteer Solutions, the Programme Associate, Volunteer Solutions provides technical support to develop and operationalize demand-driven solutions that enable both onsite and online volunteers’ engagement across the UN system. S/he works in close collaboration with other teams in the Volunteer Solutions Section, with Regional Offices and Field Units, New York Office, Volunteer Services Centre, and other relevant subject matter experts and external stakeholders to address volunteer demand. S/he promotes a collaborative, solution-oriented approach and supports the provision of high-quality offers to the UN system and volunteers.
Key Duties and Accountabilities
- Contribute to the implementation of volunteer management Conditions of Service (COS) and policies;
- Develop and periodically review the volunteer management standard operating procedures (SOPs)
- Produce and maintain corresponding templates and system messages;
- Develop reference material and other prescriptive content for internal and external stakeholders;
- Maintain calculators to provide up to date information on amounts of Conditions of Service (COS)-related entitlements, and charges based on applicable policies;
- Provide clarifications and guidance on tools, and SOPs, and their changes
- Support the collection of feedback from relevant organizational units to assess difficulties or bottlenecks affecting the implementation of volunteer management policies and procedures and suggest remedies;
- Support oversight of entitlements and their adjustments in UNV’s and UNDP systems and liaise with UNDP GSSC payroll for implementation.
- Liaise with UN ICSC to ensure UN-wide decisions on compensation and entitlements are implemented as required
2. Development and operationalization of volunteer solutions
- Support the development and operationalization of standard onsite and online volunteer solutions;
- Support the development of special programme initiatives (SPI) and advise on their implementation including customized proforma and non-standard operating procedures, in coordination with relevant organizational units, Maintain oversight of SPI records and implementation guidance;
- Support the collection of feedback from diverse stakeholders to assess the relevance of volunteer solutions and SPIs and suggest remedies;
- Draft relevant communications for dissemination on volunteer solutions
3. Facilitation of knowledge building and knowledge sharing
- Provide input on volunteer policies and systems for the purpose of continuous improvement;
- Provide input to the design of training materials and corporate activities towards building the volunteer solutions capacity of UNV personel;
- Address service desk enquiries relating to volunteer solutions and tools and produce standard responses to recurring questions;
- Synthesize best practices and lessons learnt for solutions and tools’ improvement and knowledge sharing;
- Manage the Volunteer Management Knowledge Base and Explore webpage
- Make contributions to knowledge networks and communities of practice;
- Backstop for the Programme Associate, during absences;
- Serve on a rotational basis as a focal point for VSS on various topics;
- Perform other duties as may be required

Required Skills and Experience
- Secondary education with technical training in business administration, human resources or related areas;
- University degree in human resources, business or public administration, or related area is desirable, but it is not a requirement
Experience:
- Minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of relevant work experience in volunteer management, personnel and/or business or process administration.
- Experience in working in web-based management systems, preferably payroll-related would be an asset
- Experience in MS Office 365;
- Knowledge of the conditions of service of the UN Common System or of international organizations would be an asset.
- Experience working with Salesforce Service Cloud would be an asset;
- Experience in an international or non-profit context would be an asset
- Experience working with volunteers would be an asset.
- Fluency in English
- Proficiency in Spanish or French an asset
