Office/Unit/Project Description 

 The Office of Procurement is a part of the Bureau Management Services (BMS), in UNDP providing vital management support in areas such as administrative services, budget and finance, human resources, information and communications technology, legal issues, procurement, safety and security, administration of multi-donor trust funds, change management, and crosscutting business solutions.   Procurement is a fundamental component of UNDP, accounting for nearly 70 percent of UNDP programme delivery. Despite its critical role, procurement as an operational service can be traced back to as recently as 1999, when UNDP transitioned from a developmental funding model to one that included direct execution projects in its portfolio. In the years following this shift in models, UNDP procurement experienced unprecedented growth in terms of its volume and complexity. 

Office of Procurement’s mandate includes development and updating of procurement policy, providing procurement advisory and operational support to country offices and HQ units professionalisation of the procurement function. Procurement supports programme delivery in line with UNDP's Strategic Plan and best practices in public sustainable procurement.  Procurement acts in accordance with rules and regulations, the accountability framework, and ensures appropriate risk management for UNDP.   Office of Procurement is a global team based in UNDP/HQ New York, Copenhagen/Denmark and in Cyberjaya/Malaysia, with additional Regional Procurement Specialists located in each Bureau Hub (Panama, Addis Ababa, Amman, Istanbul and Bangkok). 

The Global Procurement Services Division (GPSD), based in Copenhagen, provides direct procurement services for the Global Fund, crisis prevention and recovery support, procurement support to elections programmes. The Procurement and Contracts Analyst (Logistics) will provide transactional support to COs and also support the collection, analysis and reporting of key metrics related to health procurement. Under the guidance and supervision of the GPSD-Health Procurement Specialist, Team Lead the Procurement and Contracts Analyst (Logistics) will support the development and maintenance of logistics architecture to efficiently and cost-effectively meet UNDP’s needs for the delivery of health products.

 
Duties and Responsibilities

1. Development and maintenance of logistics architecture to efficiently and cost-effectively meet UNDP’s needs for the delivery of health products
  • Ensures compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
  • Supports the implementation of effective internal control, proper design and functioning of a client-oriented logistics management system
  • Supports the conceptualization, elaboration, implementation and monitoring various Long-Term Agreements (LTAs) with logistic service providers, in line with UNDP Procurement Policies, rules and regulations. 
  • Conducts market research and trend analysis to support the development of tailored logistics strategies and processes for health product. 
  • Assists in the analysis of long-term procurement planning to inform decision making leading to most cost-effective means of logistics. 
  • Analysis of the prices and delivery times obtained through the logistics architecture in comparison to other procurement partners to further inform the evolution of the UNDP logistics architecture

 

2. Ensure logistics service delivery to Country Offices through logistics arrangements with partners for health products

  • Liaises with UNDP Country Offices and Requisitioning Units to enable efficient and cost-effective logistics support for health products.
  • Conducts logistics processes in response to specific needs and transmits Cost Estimates to Requisitioning Units.
  • In coordination with Procurement Specialist conducts quarterly meetings with suppliers and liaises with logistics service partners to ensure timely and effective delivery of required goods and services.
  • Identification and introduction of risk mitigation measures related to logistics. 
  • Guides Country Offices on utilization of logistics architecture and facilitates communication with logistics services partners on complex and/or urgent cases.
  • Guide Country Offices on the development and implementation of logistics strategies for complex cases.
  • Mapping of logistics business processes and the elaboration/development of internal Standard Operating Procedures (SOPs) in logistics and proposes controls for the workflows.

 

3. Elaboration of innovative logistics strategies to respond to new demands/opportunities for health products

  • Compiles and analyses historical data for logistics of health products.
  • Manages internal and external data requests relating to logistics of health products’ supplies.
  • Advise Country Offices on the establishment of dashboards and tools to regularly monitor the supply of health products. 
  • Lead logistics processes participating in evaluation assessments and preparing submission to contract committees for review awarding contracts and timely establishment and maintenance of LTAs for logistic services. 
  • Identifies areas for analysis and opportunities to support logistical management of health projects and complete reporting requirements (with partners and other bureaus), and
  • Participates in meetings with suppliers/other logistics partners, and prepares minutes, briefings, and presentations.

 

4. Contributes to knowledge management and partnerships in the thematic area of logistical management of health products

  • Support corporate knowledge management activities in the logistical management of health products, through the development of guidance materials, tools, to better guide Country Offices in the implementation of health programmes and to influence/advance dialogue in the thematic area within UNDP and beyond. 
  • Support the analysis/and collect best practices from countries in the thematic area and ensure that implementation is in line with international guidelines and recommendations. 
  • Support the institutionalization of best practices and knowledge sharing among Country Offices, actively participate in UNDP and other relevant networks, communities of practices, and contribute to presentations to the Organizational Performance Group, briefing notes, knowledge-sharing events, and training. 
  • Any other activity assigned by the Procurement Specialist (Copenhagen).

Required Skills and Experience

 
Min. Academic Education
  • Advanced university degree(Master's degree or equivalent) in logistics, supply chain or procurement  
  • A Bachelor’s Degree in the same subjects mentioned above with additional 2 yearsof relevant experience will be given due consideration in lieu of the Master’s degree.
  • Certification in Procurement is required - Please attach the certificate to your application
Min. years of relevant Work experience
  • Minimum 2 years (or 4 years if Bachelor’s degree)  of working at the national or international level in logistics, supply chain or procurement is required
  • Experience in planning, developing and managing logistics of health products and supplies is highly desired
  • Experience in working in a developing country is an asset
  • Knowledge of UNDP and/or UN procurement policies and procedures an asset.
  • Familiarity of Global Fund policies and procedures is an asset.
  • Experience in handling emergency health logistics and supplies an asset. 
Required skills
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) 
  • Experience in handling of web-based management systems.
Desired additional skills
  • Experience of UNDP’s ERP system would be an asset 
  • Knowledge of spreadsheet and database packages
  • CIPS II Certification desirable
Required Language(s) (at working level)
  •  Fluency in both oral and written English is required. 
  • Working knowledge of a second UN language is an asset.
