Who we are

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Purpose of the position

 

The Functional Learning and Development Manager is directly responsible for driving the knowledge management priorities and strategies of a given ICRC specialist function (métier) worldwide. The manager analyses, designs, leads, manages, coordinates, implements, evaluates, and adapts the training, development, and knowledge management strategy for the métier, in coordination with the relevant division concerned, its Talent Manager as well as the LnD Division.

Main duties & responsibilities

 

  • Oversees formulating and deploying the global learning strategies and priorities for FAD.
  • Oversees planning, managing, developing, and implementing the training, development, and knowledge management strategy for the FAD, both in the field, in the Global Shared Services and at headquarters, in coordination with relevant stakeholders. Manages the projects, assets, and team under (functional) responsibility and ensures that the content of courses is in line with the policies and specific strategic direction of the métier.
  • Coordinates the global training delivery, ensures thematic and pedagogical coherence in organization and delivery of field training courses.  
  • Regularly conducts capacity building and knowledge management gap analysis and needs assessment, formulates relevant priorities/strategy, and translates it to actionable projects and programs (includes definition of resource requirements, budgeting/PfR, etc.).
  • Defines, coordinates, and advises on strategies and programs related to onboarding of the métiers new staff, mentoring, career development and learning paths. Oversees, supports, evaluates, and recommends improvements to all relevant activities and events related to training, development, and knowledge-sharing tools, based on the Learning and Development Division’s quality process (e.g., designs and develops relevant e-learning modules).
  • Oversees managing the métier competency framework and its use for relevant training and development definitions, performance indicators and recruitment tests.
  • Is responsible for developing and updating all relevant capacity-building materials and activities for the métier (e.g. toolbox and community of practices).

Main duties and responsibilities

  • Supports the continuing development of all organization-wide courses improving the financial literacy throughout the institution.
  • May organize the delivery of specific training for senior ICRC staff and custom-built programs for senior leadership; leverages external expertise.
  • Coordinates and supervises functional Trainers in the field attached to the métier.
  • Ensures coherence of metier training with institutional LnD directions and processes
  • Manages the métier budget for learning and development activities and participates in its annual planning and budgeting process (Planning for Results).  

People management responsibilities

 

  • Directly supervises one trainer in HQ and is the functional supervisor of one other Trainer in Manila and one Digital Learning Officer in Belgrade
  • Improves Finance and Administration knowledge management thanks to collaboration with other divisions. Also interacts with all other divisions, and in particular the Learning and Development Division and other Functional Learning and Development Managers (peers).
  • Seamless interaction with FAD Heads of units, Financial Business Partners, and Business Process owners.
  • Internally, interacts with the whole range of métier experts and units/divisions at headquarters and at regional or delegation levels.
  • Externally, may interact with counterparts at the International Federation of Red Cross and Red Crescent Societies for shared learning objectives, National Red Cross and Red Crescent Societies, academic institutions, UN agencies, NGOs, national institutes, various foundations, consultants, learning and development providers and/or different métier professionals.
  • Availability to undertake field missions in places where ICRC operates to deliver trainings and gain best understanding of the ICRC’s operations.

Desired profile and skills

 

  • Typically, 10-12 years of relevant professional experience (Trainings, Knowledge management, Finance, and administration…)
  • University degree or equivalent.
  • Strong experience and knowledge of adult-learning approaches and practices, assessment, and evaluation
  • Strong people and team management experience
  • Excellent verbal and written communication skills, and stakeholder management skills
  • Experience in project management framework
  • Fluent command of English other ICRC official working langue is an asset
  • Good understanding of ICRC financial applications such as JDE, PeopleSoft and Anaplan is a plus
