PROEJCT BACKGROUND

GGGI is partnering with the Government of Paraguay (GoP) to support readiness activities for the country to access climate finance from the Green Climate Fund (GCF). In order for Paraguay to reach its climate change and sustainable development objectives, the GoP seeks to increase its access to climate finance (particularly the Green Climate Fund, GCF), build a pipeline of bankable projects, strengthen gender-inclusive strategic climate finance frameworks, and increase participation of the private sector in green project development. In order to support these efforts, GGGI is working directly with Paraguay's Nationally Designated Authority (NDA) under the Ministry of the Environment (MADES) through its Directorate of Strategic Planning to improve Paraguay's Readiness to access finance for climate change and green growth projects.

The Readiness program aims to build the capacity of the Government of Paraguay and relevant country stakeholders to plan, finance, implement and monitor climate change mitigation projects in priority sectors that reduce short-lived climate pollutants (SLCPs), greenhouse gas (GHG) emissions, and contribute to Paraguay's targets under the Nationally Determined Contribution (NDC).

Paraguay's vulnerability to climate change impacts is very high, ranked 12th in the Climate Risk Index 2019, which represents a significant risk for the main productive sectors of the country. Paraguay's Climate Change Law prioritizes the identification, access, and efficient use of long-term affordable climate finance to achieve the country's climate change mitigation ambitions

 

OBJECTIVE OF THE ASSIGNMENT 

This assignment aims to support communication and outreach activities of GGGI Paraguay office and the Paraguay's Nationally Designated Authority (NDA) under the Ministry of the Environment (MADES). Through this assignment, the consultant will handle GGGI’s communication, which includes developing GCF and Readiness program project brochures, handling social media accounts in collaboration with the knowledge products, outreach materials, managing events and workshops and other related jobs. The Consultant is expected to adhere to the branding and marking standards of the Ministry of the Environment (MADES) as well as GGGI’s internal communication policies.

 

SCOPE OF THE WORK

This assignment is to be completed within 12 months part-time. The Consultant shall consider the comments and necessary revisions proposed. The consultant will have access to GGGI resources that can be used in preparing the deliverables. The methodology and process of arriving at each of the deliverables will be discussed and finalized in detail with the reporting officer.

The Paraguay Communication consultant will report to the Paraguay Project Manager for the Paraguay Country program, with close guidance and coordination from the Green Investment Officer for Latin America & the Caribbean, and other staff in the LAC Regional Office and country offices and coordinate related activities with the MADES communication team advisor. The scope of work of this consultancy includes:

  • Lead the design of all knowledge-sharing, awareness raising and outreach material.
  • Lead the design and publication of social media posts and press releases.
  • Lead the design of external presentations.
  • Lead the conceptualization of communication campaigns.
  • Engage with the government’s communication offices and staff to ensure buy-in and appropriate use of logos prior to any publication.
  • Design the layout of all publications, reports, briefs, and presentations.
  • Support designing and implementing Workshops’ MEL framework to maximize effective learning and knowledge sharing.
  • Participate actively in content planning for GGGI and MADES digital platforms and offer ideas to improve our social media metrics. Support the preparation and execution of social media plans and campaigns.
  • Organize webinars (via social media and YouTube) for relevant MADES and GGGI stakeholders.
  • Assist in the coverage of live and online events by taking photographs, recording interviews, or posting content on our social media channels

 

EXPERTISE REQUIRED
  • Bachelor’s degree in communication, audiovisual communication, or another related field.
  • At least five years of communication experience, working in media, journalism, advocacy, or communications and marketing, or in closely related external relations contexts.
  • Very good technical affinity for media contexts including knowledge of a wide range of multimedia, web and digital tools.
  • Outstanding newswriting and editing skills.
  • Strong interpersonal and communication skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts.
  • Fluent in Spanish and Guarani.
  • Fluency in English is a plus.
  • Familiarity with the GCF.

 

ADMINISTRATIVE INFORMATION

The consultant will report to the Project Manager and the Paraguay GCF NDA in the Ministry of Environment and Sustainable Development (MADES).

During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the NDA and the Project Manager.  The consultant may be required by either the NDA or Project Manager to work within the premises of the Ministry of Environment and Sustainable Development, for the days of the consultancy.
