Background:
The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, from countering terrorism, border security, and transnational threats such as human trafficking to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic by enhancing the capacities of the staff of the State Customs Service under the Ministry of Economy and Finance of the Kyrgyz Republic (SCS) in numerous strategic directions. The PMD, therefore, requires the national expert's services in analyzing business processes and technical incorporation of IT solutions for integrating financial adjustment unit in customs operations. 

Objective of Assignment: 
The expert will provide support to the SCS within the implementation of SCS development concepts in the area of analysis of business processes and technical incorporation of IT solutions for integrating financial adjustment unit in customs operations.

Duration of Assignment:
Maximum (six) 6 months.

 

Tasks and Responsibilities:
Under the overall supervision of the National Customs and Transport Officer, the successful candidate will be tasked with the following duties:

  1. Gathering, evaluation, and co-ordination of requirements with relevant structural divisions of state agencies in the sphere of Finance (automatization of customs payments);
  2. Analysis and description of business processes, formation of necessary documentation required for implementation of projects (terms of reference, regulations, instructions, guidelines);
  3. Design, development, and co-ordination of functional requirements for an informational system, IT modules of Finance division, applications, and user interface;
  4. Development and co-ordination of statistical and analytical reports;
  5. Analysis and evaluation of remarks generated after testing and initialization of the system in pilot mode;
  6. Development of user documentation;
  7. Analysis and evaluation of possible adjustments to the system, relevance and ways for improvement or integration of the system;
  8. Assistance with the process of integration, installation, customization, and testing of programming and computing suites;
  9. Assistance with developing the system testing plan, learning modules, and further guidelines for learning system users.


Deliverables:

-  Consultant Deliverables Report with a detailed description of work conducted within the given assignment;
-  Drafts of developed documents;
-  Supporting documents (lists of participants, meeting reports, etc.).

Necessary Qualifications:

  • University degree or professional qualification in Finance, Accounting, or IT; professional certifications in Finance and Accounting on an international level would be an asset;
  • Experience in drafting terms of reference/business requirements; prioritization, backlog and time management;
  • General knowledge of the architecture of web services, principles of frontend, backend, and database operation, and experience working with financial informational systems;
  • Deep knowledge of legal background in the area of finance regulation;
  • Possession of successfully implemented projects in the area of incorporation and integration of payment systems would be an asset;
  • Understanding of essential principles and processes of customs operations would be an asset;
  • Experience in analysis of financial flows and identification of ways for their optimization;
  • Professional fluency in Russian and Kyrgyz languages with excellent communication (both oral and written) skills; knowledge of English would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of the team with people of different cultural and religious backgrounds, different genders, and diverse political views while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, tasks, and deliverables for this position and in accordance with the OSCE established rates.
