The OECD has earned a leading role in financial and enterprise issues. The core mission of the Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work clusters - Conduct and Markets - and its mission is pursued through seven substantive divisions whose teams provide member and partner countries with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate governance, responsible business conduct, financial markets, and international investment. DAF currently employs about 250 staff members (economists, lawyers, statisticians, support staff, consultants, and trainees), who support work across a broad range of policy areas.

The Competition Division (DAF/COMP) supports the OECD’s Competition Committee and outreach efforts, serving as a leading source of policy analysis and advice to governments on how best to harness market forces in the interests of greater global economic efficiency and prosperity.

We are looking for a Competition Expert to support the OECD work on competition policy either from the economic perspective or the legal one carrying  research into economic issues relating to competition policy or research into legal, procedural and institutional issues relating to competition law and policy.  The Competition Expert is required to have substantial experience in working on questions of competition economics and policy or law and policy . S/he will work in a dynamic team of lawyers and economists with substantial experience in competition law and policy analysis. S/he will be responsible for managing complex competition policy projects and will participate in analysing topics on competition law and policy, developing analytical models, performing economic analysis of markets or developing legal comparative and analytical analysis. They will also be responsible for drafting reports, reviewing policies, and preparing recommendations to improve pro-competitive market outcomes.

The selected candidates will be based in Paris and will work under the supervision of the Head of the Competition Division and in co-operation with other OECD staff.

Job Description

Main Responsibilities

Research, analysis and drafting

  • Carry out research into economic issues and/or legal, procedural and institutional issues relating to competition law and policy.
  • Develop policy analysis to promote competition using economic tools as a basis for sound policy options and/or develop legal and policy analysis to promote competition using comparative research as a basis for sound policy options.
  • Review the functioning of product markets to identify policy options for reform.
  • Draft and edit analytical reports on markets, and prepare recommendations to improve competition policies and pro-competitive market outcomes.
  • Co-ordinate with government officials to gather information and data.

Capacity Building

  • Plan and prepare capacity building programmes, including drafting of agendas and co-ordinating the administrative arrangements.
  • Preparing and giving presentations and chairing of capacity building events.

Meetings, representation and liaison

  • Preparation and participation in events to present OECD reports and recommendations, which includes preparation of internal OECD briefings, and speeches.
  • Participate in regular meetings of the Committee and ad hoc events, dealing with senior officials in capitals.
  • Represent the OECD Secretariat at international conferences and make presentations on competition policy.
  • Maintain effective working relationships and liaise regularly with other Divisions and Directorates experts and where appropriate with external experts.
  • Seek technical advice as appropriate, keeping other OECD Directorates updated on best-practice findings.

Other

  • Manage projects and ensure timely delivery of outputs and, when relevant, follow-up of grant reporting and close-out obligations.
  • Support the work of senior OECD officials through briefings, policy support and speech writing.

Qualifications

Ideal Candidate profile

Academic Background

  • An advanced university degree in economics and/or law, ideally specialised in competition or industrial organisation.
  • Post-graduate degrees with a specialisation in competition economics and/or competition law would be an advantage.

Professional Background

  • A minimum of five years of relevant professional experience in competition law and policy, acquired either in a national or international administration,in the private sector or in a university. Longer and varied experience would be an advantage.
  • Knowledge of substantive, procedural and institutional issues that arise in competition economics or in regulatory enforcement.
  • Knowledge of the competition or regulatory regimes of several OECD member countries would be an advantage.
  • Experience in competition enforcement and competition policy for governments would be an advantage.
  • Experience with sector regulation or in academia or the private sector will also be valued.
  • Proven drafting and presentation skills and professional experiences in a multi-cultural working environment are desirable.
  • Demonstration of strong analytical ability in the use of economic and/or legal analysis to address competition policy issues in a multidisciplinary context.
  • Demonstrated familiarity with Word, Excel, PowerPoint.   Databases and statistical package will be considered an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • One  year fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 7738.74 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
