Result of Service
Under overall supervision of UNEP Program Officer, each consultant is to deliver 5 Country specific training concept notes with agendas, materials and training reports on GHG inventory, MPGs, NDC tracking, etc. The deliverables are as follows: a) 1st Country specific training concept note with agenda, material, and training report. b) 2nd Country specific training concept note with agenda, material, and training report. c) 3rd Country specific training concept note with agenda, material, and training report. d) 4th Country specific training concept note with agenda, material, and training report. e) 5th Country specific training concept note with agenda, material, and training report. Monitoring and Progress Controls: The review and approval of the deliverables of the consultant will be used to monitor and control the progress.

Duties and Responsibilities
Two consultants are required for this position. The consultants will be engaged to provide technical assistance and capacity building to developing countries in their transition to the Enhanced Transparency Framework (ETF) as outlined in the Paris Agreement. Their expertise will primarily focus on greenhouse gas (GHG) inventory, training on the use of the IPCC Inventory Software, as well as capacity building for Nationally Determined Contributions (NDC) tracking including facilitating understanding of common reporting tables and understanding the modalities, procedures, and guidelines associated with the ETF. The main objectives of the consultancy are as follows: • To enhance the capacity of developing countries in preparing accurate and comprehensive GHG inventories. • To provide training to proficiently utilize the IPCC inventory software for efficient GHG inventory management. • To provide technical support and guidance for developing countries in tracking and reporting on their NDC progress. • To facilitate training sessions on the preparation of common reporting tables ensuring consistency in reporting. • To facilitate the understanding and implementation of the modalities, procedures, and guidelines set out in the Enhanced Transparency Framework. The consultant will undertake the following activities: • Develop tailored training courses and materials for compiling GHG inventories, incorporating best practices and data collection methodologies. • Conduct hands-on training sessions on the use of the IPCC Inventory Software, assisting participants in mastering inventory management and reporting. • Organize training workshops to familiarize countries with Common Reporting Tables and software, enabling consistent and accurate data reporting. • Collaborate with national experts to guide the development of accurate and comprehensive GHG inventories in the AFOLU and Energy sector, ensuring adherence to MPGs and 2006 IPCC guidelines. • Facilitate workshops on effective NDC tracking mechanisms, including data collection, analysis, and reporting techniques. • Conduct training sessions to elucidate Modalities, Procedures, and Guidelines associated with the Enhanced Transparency Framework, clarifying reporting timelines, data transparency, and review processes.
Qualifications/special skills
• Advanced university degree (Master’s degree or equivalent) in Natural resource Management, Forest Management, environmental science, climate policy, or a related field is required. • A Bachelor degree with a relevant combination of two years of additional experience related to the position may be accepted in lieu of an advanced university degree. • Minimum 5 years of experience in GHG inventory methodologies, use of IPPC 2006 guidelines and inventory software, or international climate reporting standards or related fields is required. • Proven international experience in providing technical review services for national GHG inventories under the UNFCCC is desirable. • Proven experience in capacity-building and delivering training programs to diverse audiences is desirable. • Familiarity with the Paris Agreement and its transparency-related provisions is desirable. Required skills: • Proficiency in using specialized software for emissions calculations, such as the IPCC Inventory Software or country-specific tools. • Strong communication and facilitation skills, with the ability to convey complex concepts effectively. Desired skills: • Competence in using GIS software or other software or tools for mapping and spatial analysis will be an added advantage. • Competence in data analysis and statistical techniques for extrapolating and aggregating data is desirable. • Ability to apply statistical tools to estimate uncertainties in emissions will be an added advantage. • Experience working with projects within the UN system, in particular UNEP, and GEF projects will be considered an asset. • Ability to train and build the capacity of others in GHG inventory methods, data collection, and reporting.
Languages
• Excellent (fluency) verbal and written communication in English language. Knowledge of another UN language will be a strong asset.
