Overview & Responsibilities

IDLO has been working across Southeast Asia since the early 2002 to strengthen the rule of law and access to justice, enhance gender equality and promote peace and development in line with Sustainable Development Goal 16.

 

THE ASSIGNMENT

IDLO is recruiting a consultant to develop an intensive training programme on alternative dispute resolution, with a focus on mediation and negotiation. The training will be designed for both formal and informal justice actors, including lawyers, paralegals and customary and informal actors (religious leaders, ethnic leaders, community leaders) who are supporting justice needs outside of the formal justice system. The curriculum should introduce target beneficiaries to different alternative dispute resolution systems with an emphasis on developing practical tools and basic conflict management skills through applying the principles of effective communication to contribute to conflict prevention and management. The training should be designed as a foundational course to managing conflict and developing essential mediation and negotiation skills. The curriculum should include an emphasis on managing vulnerabilities, including through adopting a gender sensitive, client-centred and trauma-informed approaches to dispute management. The content of the training should be adequately localized for the context in Southeast Asia to reflect the needs of targeted beneficiaries.


The curriculum should be designed as a six-part intensive training series to be delivered over the course of a year. Each part or module should be designed for delivery over three (3) days, with approximately three (3) to four (4) hours of content delivered per day.  The curriculum should be designed for delivery online where the consultant is expected to develop a range of innovative virtual teaching tools and activities to effectively convey content. Where the curriculum will be designed and finalized in English, the curriculum will be translated and delivered by IDLO in-house trainers in other languages to target beneficiary groups.

 

DELIVERABLES

With the support of IDLO’s Capacity Development Unit and under the direct supervision of a Capacity Development Specialist, the consultant will be required to:

  1. Produce a detailed outline of the training manual that describes all modules, with a description of intended training objectives and outcomes.
  2. Produce an intensive training manual on alternative dispute resolution with a focus on mediation and negotiation designed for both formal and informal justice actors in Southeast Asia. This should include the development of all activities and teaching tools.
  3. Develop corresponding teaching tools (eg. PowerPoint, infographics, handouts) to support the content and use alongside the training manual.
  4. Deliver a 6-day Training of Trainers (ToT) to support IDLO’s in-house trainers and project staff to understand and deliver the content of the training.

Job Requirements

Ideal Candidate Profile

Education and Work experience

  • Graduate degree in law or conflict resolution.
  • Strong knowledge and proven expertise in conflict resolution and alternative dispute resolution systems, including mediation and negotiation.
  • Prior experience in developing interactive and participatory training programs and coaching trainers in the justice sector.
  • Previous experience working in Southeast Asia is an asset.
  • Previous experience working with informal justice systems an asset.

Languages 

  • Strong professional oral and writing skills in English.  

Specific technical skills, competencies and knowledge

  • Excellent interpersonal skills and the ability to work constructively with both national and international personnel;  
  • The ability to facilitate trainings and impart knowledge to others;
  • Must be able to gather and analyze information skillfully; 
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;  
  • Keen sense of ethics, integrity and commitment to IDLO’s mandate; and 
  • Good knowledge of Microsoft Word, Excel and PowerPoint. 

Terms & Conditions

The consultant will be offered a Single Engagement Agreement (SEA) for an estimated duration of 30 working days at a daily rate of 500 USD maximum, depending on qualifications and experience.
