Organizational Setting
In pursuit of these aspirations, the Rural Transformation and Gender Equality Division (ESP) coordinates Programme Priority Areas on gender equality and rural women's empowerment and on rural transformation. The Division works with Members and other partners to reduce rural poverty by promoting gender equality and women's empowerment, diversifying rural employment opportunities, strengthening rural institutions and producer organizations, improving social protection systems, facilitating the rural poor's access to land, productive resources and rural services, and pursuing the overall goal of realizing the human right to adequate food for all.

The Division also leads efforts to integrate the cross-cutting themes of gender and youth throughout the Programmes of Work of the Organization.

The position is located in the Land Tenure Team in the Rural Transformation and Gender Equality Division (ESP) at FAO headquarters in Rome, Italy.

Reporting Lines
The Land Tenure Officer reports to the Senior Land Tenure Officer/Team Leader of the Land Tenure Team, ESP.

Technical Focus
Land tenure, land governance, land policy, land administration.

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of divisional programmes, projects, products and services in accordance with divisional objectives and the FAO Strategic Framework.

Key Functions
• Plans and leads components of multidisciplinary teams, leads and/or participates in Organization-wide, cross-divisional committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/specialist/advice and expertise;
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects.
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
• Participates in resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions
• Leads the implementation of the Land Tenure Team support to countries and regions.
• Leads the Land Tenure Team focal points to the Regional Offices and regularly convenes the Land Tenure Officers based in Regional Offices.
• Coordinates Land Tenure Team project implementation, ensuring timely implementation, adequate budgeting and expenditure and high-quality reporting.
• Develops best practices and tools on implementing national and sub-national land tenure policy and programmes to advance the FAO Voluntary Guidelines on the Responsible Governance of Land, Fisheries and Forests in the Context of National Food Security (VGGT), including multi-stakeholder processes for land policy reforms and land administration modernization.
• Supports the Land Tenure Team contribution to and advance land/VGGT positioning with other sectoral processes such as climate, food systems, peace, gender, youth.
• Coordinates multidisciplinary teams and project implementation at country and regional level.
• Contributes to Land Tenure resource mobilization.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in economics, land law, public policy, public administration, geomatics, or other related field, with a specialization in land tenure or land administration.
• Seven years of relevant experience in the areas of technical assistance to Member Nations to design and implement land governance and land policy and land administration reforms based on the VGGT.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

• Work experience in more than one location or area of work, particularly in field positions.
• Extent of experience in leading and upscaling/systematization of the implementation of national and sub-national technical assistance in the fields of land tenure reforms and/or land administration modernization.
• Extent of experience in advancing the positioning of land/VGGT with other sectoral processes such as climate, food systems, peace, gender, youth.
• Extent and relevance of experience in ability to accompany multi-stakeholder processes at national and sub-national level in view of inclusive and sustainable land policy reform processes.
• Extent and relevance of experience in networking with regions and countries and coordinating multidisciplinary teams with members based in many locations.
• Extent of experience in formulation and implementation of projects providing support to countries and non-state actors on developing and implementing land tenure reforms and/or land administration modernization.
• Extent and relevance of experience in preparation of technical and policy reports on land tenure.
• Demonstrated capacity in contributing to the development and implementation of resource mobilization strategies.
• Extent and relevance of experience in analysing land tenure and related issues.
