Project Description

Water resources management is a pressing issue in Yemen due to its arid climate and limited water availability. Yemen faces significant challenges in this regard, including limited agricultural productivity, high levels of malnutrition, and vulnerability to natural disasters.

With BMZ funding through the German Development Bank (KFW), UNDP Yemen and KfW have established a partnership focused on enhancing water resources management and food security in the country. These collaboration aims to address the critical challenges faced by Yemen in these areas and contribute to sustainable development. In addition, KFW and UNDP Yemen acknowledge the importance of addressing food security concerns in the country. To tackle these issues, the KFW-UNDP partnership focuses on promoting sustainable agricultural practices, supporting small-scale farmers, and strengthening local food systems. By enhancing agricultural productivity and ensuring access to nutritious food, these initiatives contribute to reducing hunger and poverty in Yemen.

Recognizing the urgent need to address these challenges, KfW and UNDP have joined forces to implement an integrated water resources management project that aims to enhance the resilience of agriculture and food security in Yemen. The project (Integrated Water Resources Management to Enhance Resilience of Agriculture (ERA) and Food Security) includes the construction and rehabilitation of water infrastructure to increase agricultural production, promoting access to markets, and empowering women in agriculture value chain in Yemen. 

The overall objective of the project to enhance the livelihood resilience of poor Yemenis who depend on primary water sources for productive uses. This objective of this 3 year-project will be achieved by investing in new water harvesting infrastructure aimed to augment existing supplies to efficiently capture surface water as well as sustainable groundwater such as small to medium surface and subsurface dams, dykes, weirs, etc. The objective will also be achieved by rehabilitating existing damaged or unmaintained infrastructure which could include community cisterns, shallow wells, canals, soil erosion control measures, bank protection, low-tech agricultural infrastructure, flood protection structures (gabions, terraces, and embankments).

UNDP Yemen seeks to hire a Monitoring, Evaluation and Reporting Officer  to provide results-based project management for the project described above.

Scope of Work

Under the direct supervision of the Project Manage, the Monitoring, Evaluation and Reporting Officer  will be responsible for:

1.Provide technical support to prepare the overall Monitoring and Evaluation and reporting frameworks and systems:
  • Provide strategic support to the PM and others as required for monitoring the project activities based on the Project document, Annual work plan (AWP), backed up with M&E/Result frameworks.
  • Update the tracking tools to monitor the Project activities and sub-activities.
  • Update as necessary Monitoring and Evaluation plans, consistent with the annual M&E framework, in consultation with the National Project Coordinator and the PM. 
  • Update the progress and provide timely analysis to develop and update the Project overall strategic framework, impact chains, and intervention logics. 
  • Assist the Project management team in updating overall monitoring framework including capturing of learnings and achievements. 
  • Assist project team in preparing Indicator protocol sheets (indicator description/ profile) of each project indicator mentioned in the project document.
  • Support and guide the baseline studies and assessments to be carried out within the project outcomes and outputs and collect periodic data and information against the baseline to assess and report on the overall progress of these areas.  
  • Take the lead in developing monitoring evaluation and monitoring tools and process. 
  • Coordinate with Monitoring and Evaluation Unit of the UNDP Country Office and get corporate guidance and updates on the policy and guideline on M&E.
  • Strengthen systems and tools, and training materials to orient local partners and official institutions on M&E tools.
2.Develop the necessary tools to constantly track down the results for overall oversights for a better quality of implementation: 
  • Develop and implement an effective M&E mechanism for project activities.
  • Establish an internal control system and Standard Operating Procedures in Results Management and control of the workflows in the team. 
  • Ensure quality control of results (from formulation to implementation and to closure) to achieve the stated project results.  
  • Develop appropriate formats and monitoring toolkits for collecting data from different sources.
  • Develop effective intranet and the sound database systems of the Project. 
  • Ensure any disparities between planned and actual outputs are addressed.
  • Facilitate review of progress on a quarterly basis and ensure problem-solving through remedial actions.
  • Provide technical guidance for the implementation of the M&E plan, through training and other on-site support.
  • Ensure good documentation by developing Recording and Reporting Forms and Formats.  
3.Support to project Review/Monitor, Evaluation and Reporting/Communication to systematically document lessons and good practices:
  • Design and conduct a system for field visits, and data verifications in order to ensure that the quality of information that partners are reporting is accurate, timely, and relevant.
  • Facilitate regular field monitoring visits to the Project locations areas through closely working with the National Project Coordinator for community mobilization activities and conducting a qualitative and quantitative assessment of the implementation status.
  • Support for the field level monitoring be undertaken by the Project, implementing partners, and UNDP.
  • Assists in liaising with development partners in close consultation and coordination with the Project team in resolving any issues related to results.   
  • Take the lead role in organizing and facilitating the final Project evaluation, work closely with the monitoring team for communication and public information activities and establish the link to the entire outcome and input for the effective implementation of the Project, 
  • Organize and lead the review process of Project results on a regular basis in close consultation with the Project team and concerned implementing partners.
  • Undertake other related tasks as instructed by the supervisor.
4.Support to build the capacity of the partners on planning, monitoring, evaluation, and reporting:
  • Need identification of capacity gap of the concerned stakeholders and implementing partners at the governorate and local level and coordinate closely to enhance their capacity in monitoring and evaluation. 
  • Provide technical support to the implementing partners and official local institutions to strengthen their monitoring and evaluation systems.
  • Organize training and briefing sessions to project team on monitoring and orient them on corporate requirements on data collection including gender, sex, and social group disaggregation, and reporting requirements. 
  • Ensure the Project activities are planned and implemented in a gender-sensitive and inclusive manner and that all implementing partners are sensitized and trained in monitoring and reporting of gender and social inclusion sensitive results.
  • Undertake any other duties as assigned by the PM.
5.Support to prepare monthly, quarterly, and annual reports of the project ensuring necessary level of quality:
  • Collate and compile progress reports on activities, outputs, and outcomes from the implementing partners and team members. 
  • Analyze the data and information, prepare monthly progress reports on the major activities and submit to PM, National Project Coordinator, and others as per the necessity of the Project.
  • Produce monthly, quarterly and annual reports including other relevant reports as the need of the Project under the guidance of the PM.
  • Accuracy and timely submission of reports.
6.Mainstream gender and social inclusion into monitoring, evaluation as well as reporting by devising necessary forms and formats:
  • Support gender mainstreaming throughout the project life cycle including design, planning, implementation, monitoring and evaluation.
  • Develop activity log sheet to track disaggregated data to reflect in the planning cycle.
  • Highlight GESI related results in monitoring and evaluation plan and reflect them in the reporting. 
  • Ensure GESI consideration in workstation, communication, and personal behavior.

Institutional Arrangement   

The Monitoring, Evaluation and Reporting Officer  will be based in UNDP’s sub-office in Aden.

Minimum Qualifications of the Successful Project Manager

Education requirements
  • Advanced university degree (master's degree or equivalent) in Monitoring and Evaluation, Development Studies, or Social Sciences is required. 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience 
  • Minimum of 2 years with master’s degree or 4 years with bachelor’s degree of relevant experience in monitoring and evaluating development projects.

Required Skills

 

  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems is required.

  • Proven experience in designing M&E and reporting systems and conducting evaluations is desired.
  • Proven experience/ability to produce analytical reports with quantitative data analysis is an asset.
  • Proven experience of institutional capacity development related to monitoring and reporting is desired.

  • Knowledge and working experience with UNDP, the United Nations system, and INGOs is an asset.
