The RTTL (Rádio-Televisão Timor Leste), a national institution under the Secretary State of Communication, plays a key role in promoting democratic efforts by proving participatory dialogue spaces for political and social debates. The level of structural damages to the RTTL building (mainly caused by successive floods) hinders the proper functioning of the institution and, by extension, its role in the country's governance system. Moreover, the internal capacities of the RTTL personnel to conduct public social and political debate need to be strengthened to enhance RTTL's role to promote participatory democracy In Timor-Leste. The project aims to reinforce the operational capacities of the RTTL by:
  • Building a new core Green Building including an auditorium for public debate, studios, working spaces with renewable energy facilities, access for disables people, eco-proof design, efficient waste management system, use of local materials etc.
  • Designing and providing tailored trainings on public participation targeting youth and women

The Project Manager with the civil engineering background will effectively lead the project for both components, construction and democratic participation/debate training, in amicable and strategic partnership with the RTTL, media, civil society organizations, and other relevant stakeholders. The project will be structurally located under the Democratic Governance Unit and also consult and coordinate with the Climate Change and Environment Unit. The project will contribute to the UNDP Country Office’s objective to promote and strengthen democratic participation, social inclusion, and freedom of media, articulated in the Country Programme Document (CPD) Output 3.1 Excluded groups have increased participation and representation in democratic institutions and local governance processes. It will also ensure that the new construction is to be a sustainability model for other public institutions in Timor-Leste by promoting the Green Building architecture and a cost-efficiency approach. 

The Project Manager will be under the direct supervision of the Head of the Democratic Governance Unit and Senior Management of UNDP Timor-Leste.
 

Duties and Responsibilities:

Under the guidance of the Project Management Board and UNDP Management, the Project Manager will be responsible for the following key functions:

Effective project management from planning to reporting and timely implementation of the project focusing on achievement of the following results:

  • Prepare annual and quarterly work plans and budget of the project per the project document in consultation with the Democratic Governance Unit and national counterpart. 
  • Day-to-day operational management of the project, including work planning, resource allocation, financial and staff supervision, general oversight and risk management; plan the timeline of the project activities, conduct daily implementation and monitoring of project activities, ensuring that the project produces the results to the required standards of quality within the specified constraints of time and cost described in the project document and work plan; track the project delivery and regularly report to the UNDP management and development partners on progress and achievement of results in consultation with the Democratic Governance Unit;
  • Ensure effective and accurate financial resource management, monitor expenditures, including the allocation and disbursement of funds to participating partners, in accordance with UNDP financial rules, donor agreements, and cost-recovery policies and implement adequate internal control, supervision of the project’s overall administration and procurement management.
  • Responsible for building an effective and efficient project team, drafting Terms of References for staff, consultants, and advisors, and involving in the recruitment process; supervise and give constructive feedback of the work of all project support staff, motivate the project team, manage the workload of each staff, reflect and incorporate the feedback from staff into the project management, and provide performance assessment.
  • Design and draft a Concept Note/Terms of Reference of project activities and related events per project document and work plan.
  • Contribute to the development of a Monitoring and Evaluation framework for the project that reflects progress on the sector in general and conducting monitoring field visits as required; gather and provide inputs and coordinate the preparation of periodic narrative progress reports and expenditures status reports to UNDP and development partners.

Technical lead and expertise on Green Building, focusing on achievement of the following results:

  • Provide technical inputs across all project activities including QA/QC and coordinate all technical inputs and their delivery in a timely manner; provide technical inputs in conducting on-site assessments as well as designing the infrastructures to be constructed; guide the national engineers in this area, and also supervise and monitor the construction work to ensure that the design is properly followed; maintain close oversight and coordination with local contractors and sub-contractors to ensure effective and timely implementation. 
  • Develop methodologies for technical activities of the project and prepare outlined structure of technical reports. 
  • Research and develop model designs for green building and climate resilient infrastructure, including integration of updated global best practices and should be fit for purpose in the context of Small Island Developing States (SIDS) and developing countries in general. 
  • Develop systems, standards and procedures for the government partner to apply in developing and reviewing detailed budgets for maintaining the green building infrastructure. 
  • Integrate standard clauses, criteria and guidance into tender documentation and procedures for contracting. 
  • Develop green and climate resilient construction standards and guidelines based on a review of existing sectoral guidelines.
  • Review all technical reports produced by national civil engineer and consultants and ensure adequate consultations with government and non-government stakeholders to maximize stakeholder buy-in and ownership of both process and deliverables.
  • Design and deliver trainings in the application of green and climate resilient infrastructure standards, where required. 
  • Design and develop the technical specification and standard drawing guidelines for the green and climate resilient building in collaboration with relevant government institutions.
  • Ensure timely and effective implementation of project’s Environmental and Social Management Plan (ESMP).
  • Provision of guidance and coordination of all technical inputs by the project consultants/contractors as may be required, including development of detailed Terms of References for national and international consultants and contractors in collaboration with the Programme Unit
  • Be responsible, jointly with the Programme unit, for the implementation and monitoring of all risk mitigation measures during implementation/construction and operation of the green and climate resilient infrastructures. 
  • Ensure social inclusion (Gender and Persons with Disabilities) in designing and implementing the green and climate resilient infrastructure.
  • Carry out assessments of the technical, financial, socio-political, operational and management situations on the ground that affect the project implementation and keep the Programme Unit, UNDP senior management, and UNDP Regional Hub in Bangkok abreast of the changes in circumstances and provide solutions to addressing existing risks arising out of these assessments. 
  • Develop reports related to infrastructure activities for both quarterly and annual report including Annual Performance Report (APR) in coordination with the national civil engineer. 

Development of strategic partnership and coordination with RTTL, the Ministry of Public Works and the Municipality of Dili, Press Council, Civil Society Organizations, and Development Partners, focusing on achievement of the following results:

  • Identify strategic opportunities for the project to achieve greater development impact through partnerships building and adaptive management.
  • Support strengthening capacities of the partners to plan, budget and deliver climate risk information and development of green and climate resilient infrastructure. 
  • Provide advice and support through technical assistance to the national counterparts, as required and relevant to the scope of the project.
  • Ensure that technical outputs are produced according to plans and up to the highest technical standards by reviewing and approving technical outputs for quality.
  • Establish, maintain and facilitate strategic dialogues between the team with other component/team leaders, UNDP Country Office, and Government officials at national and municipal levels, in project´s areas of work.
  • Maintain regular communications with the Government and local communities together with the National Civil Engineer about progress, any issues or requests, and future plans. 
  • Organize regularly scheduled and ad-hoc briefing sessions with the Government, as needed, to provide updates on the implementation as well as to inform them of any changes in the implementation plan, any needs for adaptive management, and any emerging risks.
  • Act as the focal point for any environmental or social grievances from local communities particularly with respect to the implementation of infrastructure units. The reports must also be escalated to the appropriate parties and tracked until resolved. 
  • In cooperation with the government institutions, support preparation and hosting of Project Management Board meetings, circulation of meeting minutes and work plans, and ensure follow-up on the implementation of decisions taken.
  • Development of partnerships with UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the relevant thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

  • Identification of sources of information related to policy-driven issues in the areas of concern and provision of analysis for more effective and strategic project implementation.

Required Skills and Experience

Education:
  • Advanced university degree (Master’s degree or equivalent) in Engineering (Civil, Water or Environmental) or other closely related engineering field is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional two years of relevant professional experience will be given due consideration in lieu of master’s degree. 
  • Relevant professional certifications or chartered engineer considered an asset
Experience:
  • Minimum of 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of progressive work experience, in design, planning and implementation of infrastructures including monitoring and reporting.
  • Demonstrated experience as a chief engineer (or lead engineer) for infrastructures such as buildings, roads, water, irrigation, and/or flood protection.
  • Demonstrated experience in green building construction, climate change adaptation and mitigation, especially in Small Island Developing States (SIDS) country context is desired.
  • Extensive managerial experience including experience in leading multi-cultural teams with the achievements of project targets and results.
  • Experience in facilitating knowledge building and management and training. 
  • Experience in develop model designs for key climate resilient infrastructure of all categories. 
  • Ability to manage complex relationships through pathways of knowledge exchange, capacity development, relationships management and strategic engagement
  • Excellent analytical, oral and written communication skills
  • Drive for results with limited supervision, and ability to work in fast-paced environment.
