ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

 

This job is based in the WFP Afghanistan Country Office and the job holder typically reports to the Logistics officer (Contracting), under the overall supervision of the Head of the Supply Chain in WFP Afghanistan. The Logistics Officer (Contracting) NOA, will be responsible for the market research, tendering, and contracting of logistics services (e.g., transportation, Casual labor, warehouse management, pest management, milling, etc.) in line with the organizational standards and industry best practices. To collect, analyze and report on information to maximize efficiency of the logistics operations and activities. 

KEY ACCOUNTABILITIES (not all-inclusive)

 

  1. Support logistics contracting day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  2. Collect and analyze data related to the transport sector and undertake comprehensive logistics services market assessments in country to recommend actions to the supervisor to improve performance of local logistics contracting operations.
  3. Conduct verification and validation of received data which also includes (site) visits to the transporters/logistics service providers’ yards/garages/offices.
  4. Carry out due diligence of the current WFP shortlisted/contracted and/or new logistics service providers.
  5. Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports as and when required.
  6. Issue Request for Quotations (RFQ) as and when necessary to shortlisted companies, analyze offers and in conjunction with the relevant Logistics Officer, Head of Contracting and relevant parties.
  7. Submit contracting proposals to the Logistics Contract Committee (LCC) and prepare well drafted and explained minutes.
  8. Compile the quarterly Committee on Supply Chain (CSC) reports and in conjunction with the relevant Logistics Officer and Head of Contracting to have the reports submitted/cleared in a timely manner.
  9. Maintain a tally of contracting cases which will require submission to the CSC.
  10. In conjunction with the Operations Section of the Logistics Unit, ensure clear periodic allocation plans for any tariff system contracts are put in place. Similarly, that periodic reports detailing any deviation from the initial allocation plan are completed.
  11. Establish and maintain good working relations with all shortlisted/contracted logistics service providers. Build service providers understanding of their contractual obligations (RFQ terms and conditions) and how WFP business process works.
  12. Guide support staff, acting as a point of referral and supporting them with analysis and queries.
  13. Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  14. Identify, manage, and monitor the performance of logistics service vendors, including customs clearance agencies, warehouse providers, and transport operators, to support the efficient and effective execution of WFP operations. 
  15. Perform other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

 

Education:

  • Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field,
  • or First University degree with additional specialized training and additional two year of most related professional work experience.

 

Minimum Work Experience:

  • A minimum of one year post-graduate professional experience in logistics management, supply chain management or related fields.

 

Desired Work Experience:

  • Has experience in a contracts management such as purchasing or contracting in a complex environment.

  • Has experience in commercial or humanitarian transport sectors.

  • Has experience in monitoring and reporting on transport and freight market conditions and trends.

  • Has experience coordinating procurement and transportation processes with other units/teams.

  • Has experience in effectively managing relationships with suppliers and negotiating transport and logistics service contracts.

  • Has experience in analyzing operational context and trends amd evaluating offers and writing proposals.

  • Has experience working with corporate systems (ERPs, databases, software etc.).

 

Language:

  • Fluency (level C) in English, Dari and/or Pashto.
