INTRODUCTION TO GGGI

PROJECT BACKGROUND

Over the last decade, GGGI has consolidated its role as a trusted advisor to Mexico's federal and subnational governments, actively working with key counterparts to establish a solid foundation for green growth in the country. In recent years, GGGI has partnered with the Ministry of Finance and Public Credit (SHCP) and the Green Climate Fund (GCF), as well as with the United Kingdom through its UKPACT program, to improve the architecture of climate finance in the country and improve Mexico's access to climate resources by preparing local financial institutions, highlighting the role of development banking, to access GCF funds.

GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.

Following these thematic areas, GGGI Mexico requires technical support for the development of a Roadmap for the Implementation of the NDC, in its mitigation component, that will be the basis to define the strategy of the for the Government of Mexico and the Ministry of Environment and Natural Resources (SEMARNAT) for the achievement of the goals set forth in the updated NDC presented at COP 27 in 2022.

To this end, GGGI seeks technical support for the National Institute of Ecology and Climate Change (INECC) to update economic information related to the estimation of costs and benefits associated with the implementation of mitigation actions considered under the Energy sector (power generation, oil & gas, transport and industry).

Also, within this context, an economic analysis consultant is needed to support GGGI Mexico in technical discussions with government and other key stakeholders, and for the organization of meetings and workshops.

 

OBJECTIVES OF THE ASSIGNMENT

Update previous technical inputs generated for the report “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement”, to provide information and analysis about cost-efficiency and cost-effectiveness for key mitigation interventions considered for the Energy sector (power generation, oil & gas, transport and industry).  

Such elements will contribute to the development of an initial proposal of the Roadmap for the Implementation of Mexico's Nationally Determined Contribution.

 

DELIVERABLES AND PAYMENT SCHEDULE

Activities

The consultancy must carry out at least the following activities:

  1. Review the technical report “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement” developed by INECC for NDC sectors.
  2. Review the calculation tools generated by the INECC for the Energy sector actions (power generation, oil & gas, transport and industry) considered in the report “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement”.
  3. Identify information needs and propose a methodology for the update of the input data of the calculation tools for mitigation actions of the Energy sector, (power generation, oil & gas, transport and industry).
  4. Consolidate the information generated in the updated calculators into the reporting formats mandated by the United Nations Framework Convention on Climate Change (UNFCCC), for each of the actions of the Energy sector analyzed.
  5. Coordinate with GGIGI’s Mitigation Senior Associate for the consolidation of inputs, draft, and final version of deliverables.
  6. Coordinate with the INECC (Climate Change Mitigation General Coordination) for the development of the activities listed above. 

 

Deliverables

Under direct supervision of INECC and GGGI’s Mitigation Senior Associate, the consultant will develop the following deliverables by the end of the consultancy: 

 

Deliverable 1. Workplan.

Develop one (1) detailed work plan that includes at least the following aspects:

  1. Methodology, approach, phases, deadlines, and responsibilities.
  2. Detailed timeline

Deliverable 2. Updated calculation tools for the actions considered for the Energy Sector of the NDC

The consultant will be responsible for delivering the updated calculators for each of the mitigation actions of the Energy sector (power generation, oil and gas and industry), which must have the final approval of INECC's Mitigation Coordination.

Deliverable 3. UNFCCC reporting formats with consolidated economic information

The consultant will be responsible for supporting the INECC to consolidate and integrate all new economic information generated and updated in the reporting formats requested by the UNFCCC.

After final review from INECC, the consultant shall adjust UNFCCC reports to deliver final documents validated by INECC.

EXPERTISE REQUIRED

The consultant must meet the following requirements:

  • (REQUIRED) Mexican citizen.
  • (REQUIRED) Professional with a graduate degree in economics (e.g. energy, climate change, environmental) or finance.
  • (REQUIRED) Professional experience of at least seven (7) years of which three (3) years are in the cost-effectiveness and cost-benefit analysis of mitigation actions, marginal abatement cost curves, sectoral growth projections and sensitivity analysis.
  • (REQUIRED) Knowledge of climate change policy in Mexico.
  • (DESIRED) Experience and a track record of success in conducting economic evaluation, especially cost efficiency and effectiveness evaluations for climate change mitigation.
  • (DESIRED) Knowledge and experience in capacity building and enhancing competencies around economic evaluation.
  • (DESIRED) Experience in statistical data analysis.
  • (DESIRED) Experience with designing and implementing financial and economics modeling in developing countries.
  • (DESIRED) Experiences of prior work with the Government of Mexico or subnational environmental authorities.
  • (REQUIRED) Excellent writing and proposals drafting skills both in English and Spanish.
  • Excellent skills in data analysis and critical thinking.
  • Strong skills in assertive communication.
  • Ability to produce deliverables with minimal supervision.
  • Only applications in English will be evaluated.

 

ADMINISTRATIVE INFORMATION

The consultant will be physically working at INECC’s facilities and remotely, as required.
