INTRODUCTION TO GGGI

Activities

The consultancy must carry out at least the following activities:

1. Review and complement the initial inputs generated by GGGI regarding the Energy National policy framework, programs, mitigation studies and other information related to the Power generation, transmission and distribution sector published by the Government of Mexico.
2. Review the technical documents and mitigation databases and inputs prepared by the National Institute of Ecology and Climate Change (INECC) for the Clean Energy measures considered for the NDC ambition increase and identify, in coordination with SEMARNAT, potential projects and sub-activities necessary for the implementation of such projects.
3. Analysis of mitigation actions oriented to distributed generation both at the residential level (in cities and communities) and in agricultural sector activities (which could contribute additionally to the NDC objectives).
4. Review of studies on emerging technologies such as green hydrogen and analyze the potential to be integrated as part of Mexico's energy mix.
5. Analysis of the technical reports “Costs of the Nationally Determined Contributions of Mexico. Unconditional Sectoral Measures” and the “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement” and every other document related with the topic, (i.e. BRT), developed by INECC for the Power generation sector.
6. Review and assess information from other efforts focused on providing roadmaps, guidelines, or plans for the implementation of Mexico’s NDC in the power generation sector from Civil Society Organizations (CSOs), or academic institutions.
7. Support SEMARNAT to facilitate and participate in meetings with relevant stakeholders (e.g. SENER, CFE, INECC, international cooperation agencies, etc.) and generate communication materials and minutes of meetings.
8. Identify and analyze other relevant information related to the activities of the intervention project proposed by SEMARNAT and GGGI Mexico with the potential to contribute to the roadmap mitigation component of the Power Generation sector.
9. Identify legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC mitigation goals in the Power generation. Provide recommendations on how to reduce negative impacts from legislative, economic, technological, social, and environmental barriers.
10. Synthesize reviewed information to propose an initial roadmap for the implementations of Mexico’s NDC for the Power generation sector. The roadmap shall include mitigation potential (annual and accumulated), means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, technologies to be used, key performance indicators, and timeline.
11. Support the organization and conduction, jointly with SEMARNAT and GGGI, of the National Climate Change System's (SINACC, as per its acronym in Spanish) session having as objective to communicate the technical proposal mitigation activities, tasks, stakeholders and their roles, and timeline to interested audiences and the identification of early priority implementation mitigation measures.
12. Improve and adjust the Mitigation technical proposal for the Power generation sector for the NDC Roadmap if necessary.
13. Coordinate with GGGI’s Mitigation Senior Associate for the consolidation of inputs, draft, and final version of deliverables.
14. Coordinate with SEMARNAT (General Directorate for Climate Action Policies) for the development of the activities listed above.

Deliverables

Under direct supervision of SEMARNAT and GGGI’s Mitigation Senior Associate, the consultant will develop the following deliverables by the end of the consultancy: 

Deliverable 1. Workplan.

Develop one (1) detailed work plan that includes at least the following aspects:

1. Methodology, approach, phases, deadlines, and responsibilities.
2. Detailed timeline

Deliverable 2. Mexico’s NDC mitigation component for the Power generation sector summary report

Report including a synthesis of the reviewed documents, research papers, technical information, emissions pathways, economic and financial information focused on the implementation of Mexico’s NDC mitigation component for the Power generation sector. The report must highlight the key mitigation projects/activities that could be prioritized within the NDC mitigation roadmap.

The consultant shall also include a report including the inputs (mitigation actions, implementation barriers, etc.), outcomes, and agreements reached and received during the development of the report. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap during the SINACC’s session.

Deliverable 3. Proposed Mexico’s Mitigation NDC implementation roadmap for the Power generation sector 

After consultations with SINACC, the consultant will be responsible for the integration of an initial roadmap proposal for the implementation of mitigation component of Mexico’s NDC Power generation sector including mitigation potential (annual and accumulated), means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, technologies to be used, key performance indicators, feasibility, political buy-in, and timeline for all sectors. The report should also include the identification of legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC mitigation goals of prioritized mitigation actions. It should also include recommendations on how to reduce the negative impacts of the identified barriers for the power generation sector.

After review and input from SEMARNAT and selected stakeholders, the consultant shall adjust the proposed technical proposal for its integration in the Implementation Roadmap of Mexico’s NDC (IR NDC) to deliver a final document to be validated by SEMARNAT.

Payment schedule

• (REQUIRED) Mexican citizen.
• (REQUIRED) Professional with a graduate degree in engineering (e.g., renewable energy, engineering, environmental engineering, chemical engineering, energy and sustainability or equivalent); or economics (e.g. energy, climate change, environmental).
• (REQUIRED) Professional experience of at least seven (7) years of which three (3) years are in the design and cost-analysis of power generation projects, mitigation actions proposal and assessment for the power generation sector, CDM methodologies, economic assessment of mitigation actions in the energy sector, energy policy analysis and development.
• (REQUIRED) Knowledge of energy policy in Mexico.
• (REQUIRED) Knowledge of the Mexican transmission and distribution network (electrical grid).
• (REQUIRED) Experiences of prior work with the Government of Mexico or subnational environmental authorities.
• (REQUIRED) Excellent writing and proposals drafting skills both in English and Spanish.
• (DESIRED) Experience in statistical data analysis on the Energy sector.
• (DESIRED) Knowledge of the application of IPCC guidelines or equivalent.
• Excellent skills in data analysis and critical thinking.
• Strong skills in assertive communication.
• Ability to produce deliverables with minimal supervision.
• Only applications in English will be evaluated.

The consultant will be physically working at SEMARNAT’s or INECC’s facilities, as required.

Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
