Location

Field based position is based in Ukraine, covering Easter and Norther cities and frequent travel is required (expected presence in cities minimum 75%)

Starting Date & Initial Contract Details

As soon as possible. Full time, 12 months with possibility of extension depending on funding and performance review.

Role Overview

Together with the Shelter PM, strengthen the delivery of shelter projects in Northeaster Ukraine. Support shelter staff in assessments, planning, execution, and monitoring. Build the capacity of shelter officers through hands on support and quality control of key deliverables.

Project Overview

Medair began operating in Ukraine early in March 2022 in response to a conflict arising between Russia and Ukraine. Interventions in the sectors of Health, Mental Health, Shelter, Distributions, and Water & Sanitation are delivered by a diverse team of professionals located across the country. Some are static, other are roving to support multiple locations. In 2023, Medair open the Kharkiv office to serve the Eastern part of Ukraine.

Key Activity Areas

Programme and Quality Management

  • In coordination with the Shelter Project Manager, oversee the implementation of shelter and infrastructure projects in within the expected time, cost, and especially quality. This will involve regular visits to implementation sites.
  • Participate in the monitoring and evaluation of programme activities and outputs, implementing corrective actions based on important points of discussion at national level.
  • Contribute to, and ensure that relevant technical guidelines are considered during, proposal writing.
  • Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times.

Staff Management

  • Line management of Officer(s) in the same location.
  • Support human resources in recruitment of new shelter and infrastructure colleagues.

Financial and Logistical Management

  • Prepare packages of work (designs, scopes of work and bills of quantities) for procurement of contractors or service providers.
  • Support logistics teams in collating and rationalising similar projects to increase economy in procurement.
  • Establish and maintain appropriate systems and procedures to ensure the compliance with donor contracts and other requirements.
  • Represent Medair at sector specific meetings as required.
  • Support logistics teams in quality control of purchase requests raised for shelter and infrastructure projects.

Communication and Coordination

  • Develop, network and maintain good relations with the in-country representatives of relevant stakeholders (other humanitarian actors, local authorities, contractors and suppliers, etc.) in order to secure the presence of Medair in the region.
  • Collate and report on shelter and infrastructure activities each week to the Shelter Project Manager.
  • Collate and report shelter and infrastructure activities each month for Shelter Cluster reporting and Medair’s SitReps.

Quality Management

  • Ensure projects are implemented in accordance with Medair, donor, country and international standards.
  • Contribute to  developing related organisational policy (Standard Operating Procedures, monitoring tools) for shelter and infrastructure programming.
  • Understand and comply with to national standards in shelter and infrastructure.
  • Ensure the inclusion of multichannel feedback measures, data protection considerations and security aspects to be implemented to avoid fraud and corruption as well as unattended effects.
  • Provide technical engineering advice to Medair leadership and technical field staff on the infrastructure aspects of projects

Qualifications

  • Bachelor degree in engineering, sciences, architecture or other related field.
  • Strong working knowledge of English

Experience

  • 4 years post-qualification professional experience
  • Excellent computer skills (Word & Excel, Internet, e-mail writing). Technical aptitude to pick up digital data collection methods
  • Passionate about serving the more vulnerable. Enthusiasm. Self-motivated.
  • Team-player with excellent inter-personal skills. Willing to support others and share workloads. Aptitude for capacity-building
