OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO-International Institute for Capacity Building in Africa (IICBA) is a Category I Institute of UNESCO and is based in Addis Ababa, Ethiopia. The Institute works to meet the goals and targets of the 2030 SDGs by supporting Member States with their education policies, teacher professional development, and the capacity of education institutions in Africa. UNESCO-IICBA has been actively engaged in capacity-building interventions in areas of research and knowledge, policy and advocacy, and capacity enhancement.

 

With its commitment to empowering teachers for all learners to thrive, the Institute is supporting education institutions in emergency settings through:

  • Generating evidence on teachers’ and learners’ needs, as well as on the competency gaps in the education system to respond to emergencies.
  • Strengthening the knowledge and capacity of education personnel mainly teachers and school leaders.
  • Developing contextualized, practical teacher training materials; and
  • Facilitating knowledge exchange among the Member States.

Given the increasing needs, UNESCO-IICBA is seeking a national project officer at the Service contract level to support one of the Japan-funded projects on mental health and psychosocial support (MHPSS). The assignment particularly focused on Northern Ethiopia (Tigray, Amhara, and Afar regions).

 

Task description

 

Under the direct supervision of the Senior Programme Coordinator and the Director of UNESCO IICBA, the project officer will undertake the following tasks:

 

  • Support the implementation and operational process for the Japan-funded project in Ethiopia on Mental Health and Psychosocial Support for Teachers and Students in Three Conflict-affected Regions of Ethiopia through coordinating capacity-building training, provision of operational support, and information and knowledge management.

 

Long Description
  • Coordinate the capacity development activities and training for the Ministry of Education, Regional Education Bureaus, Education District Offices, Teacher Training Institutions, Universities, Schools, and other implementing partners to implement evidence-based interventions mainly in areas of Mental health and psychosocial support as well as peacebuilding.
  • Ensure timely and quality delivery of project activities by regularly communicating with stakeholders mainly with the Ministry of Education Ethiopia, the three Regional Education Bureaus, Education District Offices, and relevant stakeholders including schools and the education in emergencies cluster for smooth and timely implementation of the project.
  • In collaboration with colleagues at UNESCO and IICBA, prepare updates on the project activities implementation status and contribute to annual and biannual reports using relevant tools, and formats.
  • Conduct regular field visits and supervision to ensure proper project implementation and to provide technical support for regional and district education offices as needed.
  • Support the IICBA peace education team in other related peace education and MHPSS-related projects on contract management, event and training preparations, and coordination.

Education

Advanced university degree (master’s or equivalent) in Education, teacher development, project management, or related Social Sciences.

Work Experience

 At least five (5) years of experience in capacity building in the education sector and related areas including project management.

Skills and competencies

Ability to work with minimal supervision.

partnership-building management skills, financial management, as well as monitoring, and evaluation experience.

Strong technical writing skills to produce comprehensive reports.

Ability to work in an emergency context and meet tight deadlines.

Ability to work effectively in a multi-cultural environment.

Languages

  • Fluency (oral and written) in English; Fluency in at least one local language.
DESIRABLE QUALIFICATIONS

Education:

    • Additional academic or professional qualifications in the areas of teacher training, curriculum development, peace and citizenship education, mental health, and psychosocial support.

 

Years of relevant work experience

    • A minimum of 4 years of relevant post-qualification experience, which preferably includes two years of experience in teacher training or curriculum development.
