Organizational Context

The International Federation of Red Cross and Red Crescent Societies ("the Federation") is the world's largest volunteer-based humanitarian network with 191-member National Societies. The Secretariat of the International Federation of Red Cross and Red Crescent Societies ("the IFRC") works according to a Business Model and has a business implementation plan with key commitments that sharpen its focus, clarity, efficiency, and accountability results. The Secretariat, based in Geneva, has five decentralized regional offices: one of these is the Americas, guided by the Secretariat's strategies for implementation and areas of focus based on the vision of the 2030 strategy. The Americas region is home to several subregional delegations, including the delegation for Southern Cone.

The Southern Cone Cluster Delegation provides support to the five national societies in the sub-region; Argentine Red Cross, Brazilian Red Cross, Chilean Red Cross, Paraguayan Red Cross and Uruguayan Red Cross. The International Federation, in accordance with its statutes, is responsible for carrying out relief operations to assist victims of disasters and crises and to strengthen the capacity of its member National Societies.

This position will be based in Buenos Aires, Argentina, where the Southern Cone Cluster office is located, will report to the Head of Delegation for the Southern Cone Cluster and will have the support of the Program & Operations Coordinator.

Job Purpose

The Planning, Monitoring, Evaluation and Reporting (PMER) Assistant position is intended to provide support to the technical development and efficient implementation of projects, focusing on strategies that ensure the achievement of clearly defined goals and objectives. This role will be involved in, but not limited to, climate resilience projects with focus on early action (EWEA), ensuring consistency with established management standards.

Job Duties and Responsibilities

Strategic Planning:

  • Collaborate with planning teams to ensure that projects are structured appropriately, with SMART objectives, measurable indicators and suitable verification systems.
  • Contribute to the design and development of logical frameworks, ensuring consistency with organizational strategies.
  • Collaborate with the Humanitarian Observatory in Argentine to ensure that evidence-based approached in included in the strategic planning.
  • Support the secretariat’s planning process in Country Cluster Delegation in the quality check (coherence of information, editing, formatting etc.) of all National Societies plans, liaising with technical and administrative units, to ensure that they meet required quality standards and comply with deadlines as per the PMER and Quality Assurance Regional Unit guidelines.

Monitoring and Follow-up:

  • Provide support to the country and country-cluster offices and their staff in the regular monitoring of their projects, programs and annual plans to facilitate results-based management and with the aim to strengthen accountability and evidence-based results, maintaining compliance with milestones and deadlines.

  • Support Monitoring and Evaluation (M&E) activities, including M&E design and tools; measurement of appropriate indicators; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results.
  • Routinely perform quality control checks of M&E work, overseeing the recording and reporting of progress and performance of the IFRC activities to targets
  • Conduct monitoring visits to operations and programs.

Evaluation and Reporting:

  • Coordinate the collection of evaluation reports, maintaining an updated database and facilitating feedback to improve future management.
  • Coordinate the preparation and review of interim and final reports, ensuring consistency and quality against established plans.
  • Support evaluation visits by provide on-the-ground support during evaluation visits, ensuring smooth data gathering, addressing any unforeseen issues, and serving as a point of contact for the evaluators.
  • Draft evaluation reports by gather and compile data from various sources, including surveys, interviews, and assessments, ensuring accuracy and completeness for the evaluation report; additionally, analyze collected data to derive meaningful insights and trends, providing a clear understanding of the project's performance against its objectives and indicators.

Capacity Building:

  • Provide technical support and training to National Society staff in the implementation of results-based project management systems and tools.
  • Contribute to the National Society PMER network and share tools, resources and facilitate peer support.
  • Identify and share lessons learned and promote best practices.

Information Management:

  • Ensure the accuracy and updating of project information in the organization's internal systems, ensuring its availability to the relevant teams.
  • Disseminate information and provide data analysis to all those requiring them, in a timely and useful format.
  • Advocate for the use of IM tools and products in decision making, planning and coordination.

Education

University studies (bachelor's degree or equivalent) in project management, development or international cooperation, social sciences, or other related areas.

Experience

  • 1-3 years of experience in report writing and editing, focused on deadlines and quality.
  • 1-3 years of experience in monitoring and evaluation systems for projects.
  • Experience in survey design, sampling and data visualization, knowledge of tools such as KoBo Toolkit or Power BI. (Preferred)
  • Previous experience in non-profit organizations or in the humanitarian field. (Preferred)

Knowledge, Skills and Languages

  • Solid knowledge of general management and exceptional communication skills.
  • Strong command of qualitative and quantitative methods.
  • Familiarity with and ability to apply information exchange tools.
  • Proficiency in statistical analysis and sampling methods.
  • Advanced computer skills, including word processing, Excel, and statistical analysis tools.
  • Fluent spoken and written English
  • Fluent spoken and written Spanish
  • Good command of another language, preferably Portuguese (Preferred)
