Overview
Jhpiego seeks a Project Director to provide leadership for an anticipated immunization project in the Philippines that aims to strengthen vaccination programs, identify and reach under-served populations, and improve performance of surveillance and information systems; contributing to eradication of polio and elimination of other vaccine-preventable diseases (e.g. measles, rubella, hepatitis B). The Project Director will provide overall strategic and technical leadership and vision for the project and ensure the project meets the stated goals and reporting requirements. The project will operate over an anticipated five-year period.
This position is contingent upon an award and annual funding from CDC.. All qualified persons are strongly encouraged to apply.
Responsibilities
- Ensure the project is technically sound, evidence-based and responsive to the needs of the country and to CDC’s global health priorities
- Provide vision and leadership to the development of the project strategic plan, work plan, and project monitoring, in close collaboration with CDC, Ministry of Health, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
- Liaise with senior Jhpiego technical leadership in immunization, disease control, and other relevant technical areas to apply international good practice
- Ensure programmatic and financial integrity of the project, on time implementation and meeting targets within the scope of approved budget
- Identify issues and risks related to project implementation in a timely manner and apply appropriate program adjustments
- Work with Monitoring and Evaluation Director and staff to design and implement a plan to track project data/results to inform adjustments in project implementation
- Work with Monitoring and Evaluation Director and staff to identify and implement learning activities needed to respond to national public health needs
- Integrate community approaches, gender sensitivity, and capacity building of local organizations and staff into all activities as appropriate
- Manage a diverse team of technical, financial, and operational staff to ensure activities are supported and implemented to achieve results
- Work with finance and project staff to develop and track project budgets
- Oversee the quality, preparation, and timely submission of project reports to donor
- Represent Jhpiego and present project’s progress, achievements and lessons learned to donors and other key stakeholders through meetings, conferences, and presentations
- Ensure proper financial management, procurement, administration, human resources and logistics needs of the program are met within Jhpiego's policy and compliant with the CDC and the host country government policies
- Manage technical contributions of potential subgrantees, including defining scopes of work
Required Qualifications
- Advanced degree in public health, health program management or other relevant public health or clinical service provision (medicine, nursing, pharmacy, laboratory, etc.)
- At least ten (10) years of experience managing public health programs, preferably focused on immunization and/or disease control and/or infectious disease surveillance
- Familiarity with public health systems relevant to the Philippines, preferably with a focus on immunization and/or disease control and/or surveillance
- Demonstrated experience leading a capacity-building approach for local actors in the public sector, providing capacity building assistance at individual and organizational levels
- Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
- Demonstrated experience in hiring, supervising, coaching and mentoring personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
- Excellent verbal, written, interpersonal, and presentation skills in English
- Competence in Microsoft Office and related project management software
- Ability to travel nationally and internationally to project sites
