Duties and Responsibilities
Under the supervision of the CMS Legal Officer the Consultant will be responsible for performing the following duties, as required: 1. Provide technical legal input for the Implementation of the National Legislation Programme (NLP): • Organize capacity building activities to promote the NLP among Parties, inclsudin the preparation of materials and liaison with experts and Parties • Prepare and manage new calls for the NLP • Analize reponse from countries and draft and update national legal profiles • Provide technical assistance to Parties concerning the preparation of their response plan to the NLP profiles and follow-up Parties responses • Coordinate the preparation of legislative guidance documents and training materials with partners • Identify new partners and explore opportunities for joint work to implement the programme effectively • Set up the implementation of any COP14 decisions related to the National Legislation Programme. 2. Provide legal advice on questions related to accession and to the implementation of the Convention. 3. Promote accession to CMS, including preparation of materials and correspondence.
Qualifications/special skills
Advanced university degree (Master's or equivalent) in law, public administration, social sciences with specialized knowledge in international environmental law or a closely related field is required. A first-level university in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of 3 years of work experience in legal analysis and drafting and experience in the domestic implementation of international law are requiered. Excellent legal analysis and drafting skills; experience in preparing training materials and publications; experience in project management is desirable; excellent organizational skills; excellent computer skills, including working with MS Office; knowledge of the UN, the Convention on Migratory Species, or issues relating to biodiversity conservation would be an advantage; Ability to work alongside a diverse team of professional and administrative internationally-recruited staff.
Languages
English, French Spanish are the working languages of the CMS Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French, Spanish or Arabic is desirable.
