Background

 

The Green Climate Fund (GCF)—a critical element of the historic Paris Agreement—is the world’s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.

The Fund seeks to recruit an Accredited Entities Assistant Consultant to help carry out the tasks, duties and responsibilities, and deliver the set milestones and provide support to the hiring unit as detailed below. The consultant will join GCF team at the HQ. The assignment is for an initial 120 days over a 6-month period. 
 

 

 

Role
The Accredited Entities Consultant is responsible for providing operational and administrative support in the assessment of programming strategies and related capacity needs of accredited entities and collaborating with colleagues for institutional-level legal arrangements and related obligations to enable strategic programming with accredited entities.


Duties and Responsibilities

The Consultant will be responsible for but not limited to:

Purpose:

  • Support the team in research and analysis of strategies and capabilities of accredited entities and assist in the development of country-driven transformational project/programme ideas/concepts 
  • Coordinate  institution-level legal arrangements with accredited entities and provide support in the analysis of GCF accredited entities’ portfolio and their implications to inform institution-level legal process, arrangements and related obligations   

Engagement:

  • Provide administrative and coordinating support in the engagement with accredited entities to help them build a pipeline and deliver a portfolio of projects/programmes, and help direct access entities in identifying and addressing their operational needs that enable them to programme with GCF
  • Assist in coordinating with internal GCF teams/divisions to ensure effective outreach to and strategic engagement with accredited entities and that necessary services and support are delivered to them in a timely manner

Delivery:

  • Assist the team in coordinating the research and  analytical work on accredited entities so that it is systematically organized to inform work of GCF colleagues on programming and action planning to support capacity needs of direct access entities
  • Coordinate the cycle of finalizing institution-level legal arrangements and related obligations coordinating with entities and across divisions/offices in GCF

 

Required Experience and Qualifications

-    Bachelor or Master’s degree and at least two to three (2-3) years of relevant work experience in any of the following: economics, finance, sustainable development, climate/environment policy, political science, law or related fields;
-    Experience in developing countries and/or in a multilateral programming environment, and broad knowledge of climate change and climate finance are an advantage.
-    Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access.
-    Fluency in English is essential; knowledge of another United Nations language is an advantage.
