JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Programme and overall supervision by the Head of Rakhine Area Office, Myanmar, the incumbent will perform the following duties:

  • Conduct vulnerability, food needs assessments and survey according to guidelines provided by the Country Office.
  • Analyse geographic patterns of food insecurity and vulnerability by integrating primary food security data with other sources of data in the Geography Information Systems (GIS) environment.
  • Lead and/or participate in food security and vulnerability assessments and monitoring as well as other joint assessments.
  • Provide technical support and guidance to the establishment, maintenance and analysis of project monitoring and evaluation systems to assess changes in the food security and vulnerability status of particular population groups (i.e. beneficiaries and non-beneficiaries) so as to support WFP programming decisions.
  • Collect/develop and analyse information products to support emergency preparedness i.e. risk analysis, early warning, and contingency planning, including in preparedness activities, organize and conduct emergency needs assessments and support operational planning.
  • Gather relevant food security information from key sources in difficult to reach areas through innovative means and according to guidelines provided by the Country Office.
  • Verify data reliability and support data entry of food security assessments and market prices.
  • Coordinate regular collection of market prices according to specifications provided by the Country Office.
  • Prepare regular food security updates on areas of operation under the Area Office.
  • Liaise with the concerned authorities, partners and other stakeholders on livelihoods and resilience building projects.
  • Undertake project identification, development, monitoring and technical supervision of livelihoods projects.
  • Assess the training needs of relevant partner staff and support the design and implementation of appropriate capacity development training
  • Ensure the data management system align with data protection and privacy policy for all the data including beneficiary database, monitoring data, geographic information, etc.
  • Perform other related duty as required by the Supervisor.
     

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education with post-secondary certificate  in Statistics, Economics, International Affairs, Nutrition/Health, Agriculture, Environmental Science or Social Sciences.
Experience: At least 6 years
 of relevant work experience. Experience in food security analysis an advantage.

 

Knowledge and Skills
Experience in the use of statistical software (R, SPSS, Stata, or Python) and ODK-based tools.
Experience in primary data collection and/or field monitoring activities, including design, data collection, and data analysis.
Database management skills.
Experience working in a team of different nationalities and/or cultures.

Knowledge and handling on GIS (Geographics Information System) software e.g. QGIS, Arc GIS, Google My Map, Map box, etc.

Languages: Fluency in written and oral communication skills in both English and Myanmar
