Malteser International has been working in Uganda since 1996, with projects in several regions of the country. In Northern Uganda and more specifically in the West Nile region, MI is currently active in the sectors of WASH, livelihood and environment for improving the lives of both the refugee population as well as the host communities. The WASH activities focus on improved access to safe water and sanitation. Livelihood and environment components complement the approach. In the capital Kampala Malteser International’s focus lies on the health sector with the development of an operative ambulance system, an improved care for physiotherapy patients and the support of an initiative for mothers of disabled children.

For its work in Kampala, Uganda, Malteser International is looking for a motivated Monitoring, Evaluation, Accountability Learning (MEAL) Officer – National Position.

As the MEAL Officer, you will support the Regional MEAL Coordinator and the project team in implementing and providing oversight of MEAL roles of the Malteser International funded projects in Uganda.

Your responsibilities:

  • Ensuring that Monitoring, Evaluation, Accountability accountability learning (MEAL) planning, and discussion are held will all project staff, partners, and key stakeholders before and after the project kick-off meetings.
  • Supporting the development of the project MEAL pack (Project Log frames, MEAL plan/ Project Performance Monitoring Tool (PPMT), Activity Targets Trackers (ATTs), Indicator Performance Tracking Tables (IPTTs), accountability, Data audit, and learning plans) within the 1st three months of the project life in close collaboration with the project team and the implementing partners.
  • Participate in the design, review, and implementation of the project's MEAL systems in accordance with Malteser International (MI) MEAL policies and procedures and donor MEAL requirements.
  • Support in the development of program & and MEAL Monitoring tools, testing, and administering the monitoring with partners and internally.
  • Support the Communication department in the development of information-sharing materials/briefs, posters, and brochures, and dissemination of Programme information materials to relevant stakeholders, partners, and beneficiaries.
  • Support implementation of program Management Information Systems (MIS) and integration of   Geographical Information Systems (GIS) in program reporting. Support GIS mapping and dissemination of MIS/GIS reports. Provide MIS content/requirements and feedback to the MEAL team and document progress on indicators/achievement of targets.
  • Participate/coordinate the design of quantitative and qualitative participatory Programme evaluations (baseline, annual, and final evaluations), assessments, literature reviews, and other special studies.

Your profile:

  • Minimum of a Bachelor’s Degree in, Statistics, Economics, Business Computing, or Quantitative Economics with postgraduate training in M&E or Project Planning and Management.
  • At least 5 years of professional experience in MEAL positions in both humanitarian and development contexts, preferably in WASH, Health, Environment, and livelihood, with a reputable NGO.
  • Valid and vast hands-on experience in project evaluations, knowledge management, accountability, and developing integrated MEAL frameworks and strategies.
  • Experience in Capacity development for MEAL and expertise in designing and implementing Capacity building, and facilitating MEAL training, coaching, and mentorship manual designs for local partners. Knowledge and use of various survey methods for monitoring multi-sectorial projects in both humanitarian and development settings.
  • Ability to be proactive, flexible, and with the capacity to organize work and manage MEAL department priorities.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions. With extra hours of work with minimum supervision.
  • Computer literacy and excellent documentation skills are a must. Proficiency in advanced MS Excel, MS PowerPoint, SPSS, PowerBI Tableau, SharePoint, MS Teams, OneDrive, and GIS applications.

  • Duration of contract: 1 year, with possible extension subject to donor funding.
  • Salary range: Gross UGX 5,000,000 to UGX 6,000,000; provision of an insurance package; 13th pay cheque.
