Purpose of the consultancy

This part-time consultancy (50%) will support the WHO Regional Office for the Western Pacific with the use of behavioural insights, including collection and analysis of multisource data and application of relevant insights to communication and other public health interventions. It will also support building behavioural science capabilities within the Region.

Background

Communication used strategically can be a powerful tool to address growing and complex health challenges. In the digital age, communication is more important than ever; however, using communication strategically requires expertise, skills, and resources.

Drawing on social and behavioural sciences, in the Western Pacific Region, WHO has developed Communication for Health (C4H): a set of principles and practices to help ensure communication interventions are designed to inform and change attitudes and behaviours in ways that support the achievement of defined public health outcomes.

In the context of the use of behavioural insights, the consultant will support implementation of the "Regional Action Framework on Communication for Health (C4H)" which was developed to support Member States to adopt and scale up C4H to ensure health communication programmes, campaigns and other interventions achieve greater impact and progress towards public health goals.

Additionally, in May 2023 the WHA adopted the “Behavioural sciences for better health” Resolution to support the use of behavioural sciences in the work of WHO, and to provide technical support, normative guidance, capacity building and share knowledge with member states. The consultant will support the implementation of the BI Resolution for greater public health impact.
