Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
The Office of Strategy, Programme and Budget (OSP) advises the Director-General on strategic and policy matters related to the Organization's objectives, results-based programmes, and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, internal control and risk management; coordinates the preparation of the Organization's strategic, programme and budget plans; and manages allocation of resources, and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results.
The position is located in OSP at FAO Headquarters in Rome, Italy.


Reporting Lines

The incumbent will work under the supervision of Strategy and Planning Officers, OSP, under the overall guidance of the Deputy Director, OSP


Technical Focus

The incumbent provides comprehensive technical and policy expertise to support corporate position and budget planning, monitoring and reporting.


Tasks and responsibilities

• Provides support on position and budget planning as required,
• records and processes changes to posts in corporate systems, ensuring consistency between PIRES and GRMS, and Adjusting resources as required;
• Assists in the preparation of a graphical user interface for the posts/incumbency lookup facility in PIRES
• Assists in budget monitoring and reporting, including the preparation of allotments as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in business or public administration, finance, economics, agriculture, development economics, international development, or related fields
• At least 1 year experience in results-based planning, monitoring and reporting
• Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages (French, Spanish, Arabic, Russian, Chinese). For PSA, working knowledge of English (level C).

Technical/Functional Skills

• Overall level and relevance of experience in quantitative and qualitative analysis Understanding of results based planning, monitoring and reporting practices; knowledge of results based budgeting is considered an asset
• Excellent computer skills, particularly Excel, and strong familiarity with MS Office; knowledge of ERP systems (preferably Oracle Financials) and reporting tools considered an asset
• Ability to work independently with minimum supervision
• Work experience in more than one location or area of work considered an asset.
