Job Overview
NRC Afghanistan country mission seeks to establish and implement MEL systems that will enable improvement of internal management, program / project performance and evidence-based decision making. Within this context, the MEL Officer, is expected to strengthen Monitoring, Evaluation and Learning systems in NRC north area office; and contribute to the overall management of quality MEL data in NRC Afghanistan.

Generic Responsibilities:
- Adherence to NRC policies, guidance, and procedures.
- Support and contribute to the development and implementation of MEL systems, including MEL SOPs, guidance, and tools.
- Participate in program design and proposal discussions, including theory of change development, log frame design, and budgeting for MEL.
- Support program staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.
- Capacity building and training of program and MEL support staff on MEL technical and conceptual areas.
- Contribute to organizational learning through area specific data analysis, and generation of lessons learnt and other relevant reports.
Specific Responsibilities:
- Develop MEL tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting.
- Compile and update AO level monthly output tracking sheet (MEL matrices), online GORS reporting, monthly MEL reports, Complaints and Feedback Mechanism (CFM) database,
- Support need assessments, baseline and end line surveys, and program evaluations particularly field data collation using mobile data collection methods training and supervising enumerators, data entry and analysis.
- Support the project teams to improve quality of monitoring, evaluation, accurate reporting and learning, including training on MEL tools.
- Support field Program staff to implement project level assessments, including PDMs, baseline survey using mobile data collection methods, outcome measurement, training and supervising of enumerators, data entry and analysis.
- Support MEL and program staff in developing and reviewing the survey questionnaires.
- Support in analyzing quantitative data and formulating interactive dashboards.
- Support in designing FGDs and analyzing narrative reports.
- Support the use of digital-based data collection using mobile phones/tablets, conducting regular monitoring visits from projects’ activities and reporting monitoring findings with relevant staffs.
- Regularly monitor project activity and report the success, short comes and challenges to MEL coordinator.
- Any other reasonable tasks as instructed by line manager.
Generic Professional Competencies:
- Bachelor's degree in social science, business administration, economy, computer science or another related field.
- At least 4 years’ experience in an international NGO preferably in an emergency or post-conflict setting, of which at least 2 years should be with experience in implementation of MEL systems for an international NGO.
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
- Experience of working with multi sectors would be an asset.
- Must be prepared to travel to the field offices of north provinces.
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
- High level English language proficiency (speaking, reading, writing).
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
- Experience using SPSS, STATA, Epi Info.
- Good communication and interpersonal skills.
- Strong organizational and team working skills.
- Good cultural awareness and sensitivity.
