Our Ideal Candidate

The purpose of the ICLA Technical Officer (HLP) is to deliver high quality information, counselling, legal assistance and training services within the area of expertise and ensure synergies with other NRC Core Competencies, in particular NRC Shelter programme. 

Key Task and Responsibilities:

  • Facilitate provision of information about the HLP rights and entitlements of beneficiaries 
  • Facilitate individual and group legal counselling relating to the HLP rights during mobiles visits and through the hotline.
  • Support and mobilize beneficiaries for enabling them to address their legal issues relating to the HLP rights independently.
  • Provide follow up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently.
  • Conduct trainings on HLP rights and Collaborative Dispute Resolution (CDR) to NRC staff and beneficiaries
  • Contribute to the legal analysis of HLP issues to inform NRC advocacy efforts, evidence based HLP policy papers and guide counselling sessions with beneficiaries.
  • Contribute to the monitoring and mapping exercises organized and/or participated by NRC. 
  • Cooperate with relevant NRC core competences and support units to develop integrated response to the beneficiaries needs.
  • Perform any other tasks as requested by ICLA Coordinator / PDM.      

Key Education and Skills Requirements:

  • A university degree in law (LL.B.) from a recognized institution.
  • Enrolment as an Advocate with comprehensive knowledge of housing, and land laws.
  • Proven experience working with displaced populations or vulnerable groups and communities.
  • More than 3 years of relevant working experience.
  • Demonstrable experience in dispute resolution and legal assistance.
  • Fluent in written and spoken English and Bangla.
  • Oral proficiency in Chattertonian and/or Rohingya is preferred.
