Senior Officer, Communication

 

Reporting to the Indonesia Country Representative, the Senior Communications Officer will be responsible for developing and implementing GGGI's communication strategy in Indonesia. S/he will analyze and provide substantive inputs to the development, delivery, monitoring and assessment of communications vital to meeting the goals of the GGGI country program.

The Senior Communication Officer will play strategic role by contribute to the development and supervise implementation of country program communications strategy and ensure the implementation of communication strategies in NASCLIM and EBC. Both projects prioritize effective communication as the bridge that connects information and motivation with actual changes in behavior.

The position holder will work closely with the Communication team in GGGI Indonesia and Communications Department at GGGI Headquarters in Seoul to align the country level communication strategy with GGGI's global communication strategy. S/he will analyze and provide substantive inputs to the development, delivery, monitoring and assessment of communications vital to meeting the goals of the GGGI country program.

PURPOSE

The Senior Communication Officer will oversee GGGI's communication efforts in Indonesia, emphasizing behavior change for NASCLIM and EBC projects. Working with the communication team, the senior communication officer will provide strategy on behavior change by crafting tailored messages, selecting effective channels, and monitoring progress. He/She will conduct audience research to understand beliefs and barriers and create culturally sensitive messaging. By engaging in audience segmentation, they ensure relevance, and continuous evaluation allows data-driven adjustments. Collaboration with stakeholders and the application of behavioral science insights further enhance their role in achieving behavior change within the GGGI projects.

 

ENGAGEMENT
  • Lead engagement with the communications department at HQ in Seoul and with local partners, ensuring that all communication products are aligned with GGGI's corporate communication policy and strategy.
  • Lead engagement with stakeholders involved in NASCLIM and EBC, particularly the Canadian Embassy, the Ministry of Environment and Forestry, Ministry of Marine Affairs and Fisheries, and Peat and Mangrove Restoration Agency.
  • Advises projects funded by GAC on the opportunities to improve outreach and promote program awareness.
  • Build and maintain relationships with relevant stakeholders in Indonesia and service providers.
  • Monitor the response to GGGI's engagement efforts and advise the Country Representative and communications department at HQ in Seoul on opportunities to improve outreach and promote program awareness.

 

DELIVERY
  • Develop a Communication Strategy and country-level communications plan with focus on NASCLIM and EBC projects. This strategy outlines how GGGI intends to communicate with the projects’ target audience or stakeholders, including audience analysis, message development, channels and tools, timing, budget, measurement and evaluation, and consistency.
  • Identify and implement opportunities for country-level communications combined with the effective use of media channels to improve awareness of GGGI and the collaborative Green Growth Program (GGP) with the Government of Indonesia. This will include leading the internal processes related to publishing and disseminating knowledge products in a way that generates impact and effectively contributes to the outcomes of the projects, GGP and in line with GGGI’s global communication strategy.
  • Employ a variety of ways and means to communicate and provide information in multiple formats to accommodate diverse needs for NASCLIM and EBC projects. All means of communication – from traditional methods to new technologies – must be used to reach and communicate with stakeholders wherever they are. Information must be available in multiple formats to ensure equal access.
  • Support the GGGI Indonesia team with the development of Communication section in Annual Narrative Report and Annual Workplan for projects funded by GAC and GGP.
  • Elevate GGGI's branding at national and sub-national levels and position GGGI as government's trusted advisor.
  • Support and help drive the consistent incorporation of gender and social inclusion in all communication and knowledge sharing interventions.

 

QUALIFICATIONS
REQUIREMENT
  • Master's degree or equivalent in communications, international relations, or other related field.
  • At least 8 years of relevant professional experience with international organizations or companies, including a good working knowledge of printed, visual, and web-based media (e-newsletters), including traditional and social media, publishing, and document design.
  • Extensive work experience and proven record in communications, marketing, advocacy, policy, campaigns, strategic management.
  • Demonstrate prior experience in developing a communications strategy, ideally in the development context.
  • Experience in conservation, natural resource management, livelihoods, and/or social development projects would be an advantage.
  • A keen interest and creativity in using innovative modern technologies to communicate key messages.
  • Ability to engage and build relationships with a diverse set of stakeholders, including government officials, donors, academicians, activists, communities, and private sectors.
  • Ability to work independently with minimal supervision.
  • A strategic and proactive attitude, especially when it comes to the development of news items and harnessing different media to promote the work of GGGI.
  • Advanced skills in PowerPoint and other tools, event planning, and media engagement.
  • Highly organized with a keen eye for detail and the ability to multitask.
  • Strong interpersonal skills and the ability to work with multicultural teams.
  • Strong oral and written English, and fluency in Indonesian are essential.
  • Experience in the management of external service providers.
  • Experience of working in an international organization or firm is a benefit although not essential.
  • Experience or knowledge of the environment and sustainability is preferred.
  • Experience with SharePoint and good IT skills are an advantage

 WORKING CONDITIONS
  • Communication Senior Officer is an X9 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

  • The chosen candidate is expected to be based in Jakarta, Indonesia and will report directly to the Country Representative of the GGGI Indonesia (also based in Jakarta).

GGGI’s work in Indonesia focuses on supporting the government in sustainable landscapes, which centers on sustaining healthy and functioning forests, agrarian landscapes, waterways, coastal, and marine ecosystems. Currently, GGGI is preparing two projects funded by Global Affairs Canada (GAC), namely “Nature-based Solutions for Climate-smart Livelihoods in Mangrove Landscapes’ (NASCLIM) and “Enabling Blue Carbon” (EBC). Both projects prioritize effective communication as the bridge that connects information and motivation with actual changes in behavior. In this context, the Senior Communication Officer plays a critical role in designing, implementing, and evaluating behavior change campaigns within both projects and making a positive impact on the project's goals and outcomes.
