Functional Responsibilities
Under the guidance and direct supervision of the Project Management Support - Senior Officer (PMSSO), the incumbent will perform the following functions:

Provide support during the acquisition of materials and equipment to be purchased. When applicable, consult with suppliers, and end users on quality, quantity, specifications, delivery timelines, and product guarantees/warranties as per the UNOPS guidelines.

Review the project’s internal reporting & monitoring tools for logistics procedures.

Review/check shipping documents and Issue, submit, and follow up on the request for import permit, tax exemption, and customs clearance documents.

Coordinate with Transport Companies and Freight forwarders regarding shipping documents as well as the loading and unloading process;

Resolve routine logistics problems and escalate complex issues to the supervisor with recommendations for the course of action;

Support the project or be responsible for customs clearance procedures for imported equipment.

Support and advice on logistic operations activities under the Project;

Conduct assessments of the receiving municipalities and facilities to determine their capacity to accommodate the planned supplies to be procured.

Implement and maintain sound asset and expendables management and inventory control system per UNOPS’ Asset Management policy in collaboration with the Project Managers and contractors;

Prepare Receipt and Inspection Reports (RIR) for all incoming equipment and supplies;

Issue equipment and supplies and maintain updated inventory records for different sources of funding;

Prepare the logistics movement weekly reports;

Support and advise on transport requirements and ensure project staff are supported with all transport requests;

Brief and assist new international staff, experts, and consultants about logistics for the project requirements and procedures;

Coordinate regional-level needs for coordination of assessments and delivery of goods and services with the PMNP project sites;

Prepare and ensure proper contract management of delivery contracts;

Ensure proper monitoring and follow-up of invoices received for payment processing;
Education/Experience/Language requirements
Education:
-
Advanced university degree (Master’s degree or equivalent), preferably in Purchasing, Logistics, Supply Chain Management, Procurement, Management, Business/Public Administration, or other related fields, is required.

A first-level university degree (Bachelor’s or equivalent) in combination with two (2) years of relevant experience may be accepted instead of the advanced university degree (Master’s degree or equivalent).

CIPS and/or other Procurement Practitioner Certification would be considered a significant asset.

Knowledge of UN rules and regulations, particularly UNOPS procurement procedures, would be an asset.
Experience:

A minimum of one (1) years of experience managing diverse logistics operations, supply chain management, or operations support services in national or international public or corporate organizations is required;

Experience of working with Incoterms or International Commercial Terms is strongly desired.

Proficiency in computers and office software packages (Google Office Suite or Google Workspace) and experience in handling web-based management systems are desirable.

Experience working with UNOPS, UN, or other humanitarian/development agencies is an asset.
