FIJI: PACIFIC GREEN ENTREPRENEURS NETWORK EVIDENCE OF IMPACT REPORT CONSULTANT

INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.

PROJECT BACKGROUND

The regional Pacific Green Entrepreneurs Network (PGEN) is a 3-year project funded by the Qatar Fund for Development and implemented by GGGI from 2021-2023. PGEN aims to support green and inclusive job growth by supporting entrepreneurs (particularly women and youth) develop their green and sustainable businesses - contributing to their country’s climate and sustainable development goals in Fiji, Kiribati, Papua New Guinea, Samoa, Tonga and Vanuatu.

Overall, the initiative is targeted at directly facilitating the creation of 3,130 greens job over a 13-year period, and indirectly improving the lives of over 12,520 people in those employees’ households. The three main components of PGEN are the Regional Ecosystem, Greenpreneurs Incubator and Greenpreneurs Accelerator programs. The program will collaborate with local institutions supporting green entrepreneurship at the national level and support entrepreneurship in the region to support ecosystem developing through networking, knowledge-sharing events and more.

The incubator program targets existing innovative early-stage green micro, small, and medium-enterprises (MSMEs) with demonstrated growth potential that are still in pursuit of a scalable and repeatable business model through blended training, mentoring, in-person events, and networking opportunities. Successful entrepreneurs had the opportunity to participate in a business competition to secure grant seed fund capital of USD$5,000.  The accelerator program targets high-potential green enterprises in growth stage and offer interest-free loans in amounts up to USD$50,000 as well as a structured program for providing links with investors, training and mentorship program, in-person events, and networking opportunities.

Selected Greenpreneurs incubator and accelerator participants also had the opportunity in year 3 of the project to participate in an exchange visit to Qatar to visit and engage with Caribbean & Qatari businesses in the green sector.

GENERAL INFORMATION

The purpose of the assignment is to assess and document project outcomes and insights from the PGEN interventions in a report.

The emphasis of the study will be to assess the greenpreneurs’ experience journey of Pacific Greenpreneurs Incubator and Accelerator program participants, assessing the performance of the project against the results chain. GGGI is particularly interested in understanding PGEN’s roles in stimulating changes at three levels: skills development of greenpreneurs at the individual level, growth of MSMEs at the institutional level, and potential scaling of green jobs as a sector within the local ecosystem at the systems level.

The Report should determine the short-term impact of the project across the intended project outcomes and intermediate outcomes, as well as draw comparisons to similar entrepreneurship programs where relevant. The Report should also generate key recommendations, learnings, and/or considerations for the design of future similar projects in the Pacific context.
