ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

 

To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages. 

KEY ACCOUNTABILITIES (not all-inclusive)

 

Monitoring of WFP projects/activities and provide reports:

 

  • Monitor food and cash distributions under UCSS projects by 100%.
  • Monitor WFP project activities under AC, VST and TSFP as per the AO M&E plan.
  • Conduct PDM interviews and provide reports via KOBO.
  • Prepare reports (checklists) for each Activity Monitoring (AM) and Distribution Monitoring (DM) via MODA and narrative.
  • Track project findings and shared with SO Managers on daily basis for necessary and timely action.

 

Assessment of WFP projects and verification of beneficiaries:

 

  • Conduct pre-project assessments as per the AO IP and projects planning under SO2 unit.
  • Conduct beneficiary verifications under UCSS projects jointly with CP, TPM, line departments and CP staff.
  • Conduct needs assessments of IDPs and national disaster affected populations (NDPs).

 

Attend meetings and provide on the job trainings for CP staff and communities:

 

  • Attend all internal staff meetings, M&E and ad-hoc meetings.
  • Attend coordination meetings with line departments, CPs and communities.
  • Provide training to CPs’ staff implementing WFP projects and community representatives on coordination, beneficiary selection criteria and food/cash distribution mechanism.

 

Verification of compliance cases and other tasks achieved:

 

  • Verify compliance and hotline cases and provide feedbacks to programme unit for action and closure of the cases in the system.
  • Accomplish any other tasks and activities related to M&E and programme given by HAO and head of M&E.

STANDARD MINIMUM QUALIFICATIONS

 

Education:

 

  • Completion of secondary school education.

 

Higher education in lieu of work experience


Relevant, completed university degrees may be considered in lieu of experience with the following conversions: 

  • Completed Master’s degree: Equal to 1 year of work experience.
  • Completed Bachelor’s degree: Equal to 2 year’s work experience.
  • For female applicants, 1 or 2 years’ experience may be granted for partly completed studies prior to 2022. 

 

Minimum Work Experience:

 

  • At least 4 years of relevant work experience out of which at least 1 year in monitoring and evaluation.

 

Desired Work Experience:

  • Has experience analysing programme output and outcome data.
  • General knowledge of  monitoring and evaluation systems and standards.

 

Knowledge and Skills:

  • Knowledge of budgeting best practices, techniques and processes.

 

Language:

 

  • Fluency in both oral and written communication in English and local languages (Pashto/Dari)
