Duties and Responsibilities
As an established knowledge broker, the Green Growth Knowledge Partnership (GGKP) is executing the global Coordination, Communication, and Knowledge Management (CCKM) project under the Global environment Facility (GEF)-funded “Implementing Sustainable Low and Non-Chemical Development in Small Island Developing States” (ISLANDS) program. The ISLANDS program aims to prevent the build-up of materials and chemicals in the environment that contain Persistent Organic Pollutants (POPs) and Mercury and other harmful chemicals in Small Island Developing States (SIDS), and to manage and dispose of existing harmful chemicals and materials in SIDS. GGKP is the largest global network of experts and organizations dedicated to providing the policy, business, and finance communities with knowledge, guidance, data, and tools to transition to an inclusive sustainable economy. This position will work with the GGKP team based in Geneva, Switzerland. It will coordinate activities of the CCKM global project with the other six child projects in the Caribbean, Pacific, Indian Ocean, and Atlantic regions, with external partners and with members of the SIDS community globally. The coordinator will work with communications and knowledge management staff, consultants, and subcontractors on the project to ensure timely, effective, and well-coordinated responses to the needs of the project and the program overall. The coordinator will also be responsible for close interaction with other ISLANDS child projects taking place at the regional level, to ensure ongoing information exchange, collegial learning, and collaborative troubleshooting. The overall objective of the coordinator is to make GEF ISLANDS a coherent and well-integrated program, not just a collection of individual projects. Job responsibilities: General: - Coordinate global component activities with other implementing and executing agencies of the ISLANDS program to ensure that the global component is meeting information and communication needs of the other child projects, and to ensure that those projects are sharing information in a timely fashion with the rest of the program participants. - Coordinate interactions with external partners key to the success of the program, including international community of SIDS (AOSIS, PIF, CARICOM, etc), potential business partners (MSMEs, recyclers, private sector partners); other intergovernmental and development agencies working on chemicals and waste in SIDS (including GGKP Steering Committee members, such as UNIDO, OECD, World Bank, GGGI, etc); interested members of the financial community; and other relevant stakeholders to share information, capture knowledge and experience, leverage other activities in the sector and better mobilize resources. - Ensure that the activities of the ISLANDS programme contribute to the strengthening and development of GGKP and positively inspire GEF funded and other projects supported by GGKP. Specific: 1. Coordinate programmatic reporting and monitoring activities including: - Coordinate the development of programme indicators and a harmonized programmatic monitoring framework for use across regional child projects in consultation with the GEF, the implementing and the executing agencies; - Oversee the consultations with the GEF, the implementing and the executing agencies on programmatic reporting templates and requirements; - Coordinate trainings of regional child project Executing Agencies (EA) on reporting against the Programme monitoring framework; - Support UNEP executing team to organize quarterly full programme calls to share progress; - Coordinate with Knowledge management (KM)/Monitoring and Evaluation (M&E) Coordinator and executing agencies on developing brief sharable summary of progress on a regular basis; - Design and coordinate the drafting and release of an annual report of the program. - Coordinate and package findings of the mid-term reviews of the ISLANDS Programme (to be conducted by the implementing agency) in a user-friendly format and disseminating them among the various child projects and as lessons learned to other project developers in SIDS. 2. Coordinate knowledge management and communications activities including: - Coordinate with KM/M&E Coordinator and UNEP executing team on developing and populating the website; - Design, coordinate and help organize global forums and other knowledge exchange events; - Attend ISLANDS child project inception meetings, in person or via conference call, where feasible; - Work with all ISLANDS projects to help identify and prioritize, on an ongoing basis, their knowledge needs and communication needs and help determine how to provide support to the projects; - Help KM coordinator interface with other key SIDS data and knowledge hubs, in particular within UNEP but also UNCTAD, UNDP, FAO and WB, to prevent duplication of effort and to share/leverage experience; - Coordinate with Communicators Manager on development of overall ISLANDS program communications strategy, including development of media strategy. - Coordinate with communications consultants and subcontractors, to ensure wide promotion of ISLANDS program results. 3. Coordinate outreach and partnership activities including: - Work with Private Stakeholder Coordinator on developing strategic partnerships with relevant partners in impact sectors such as recycling, tourism, international financing institutions, and industry; - Leverage the GGKP secretariat and steering committee members to prevent duplication of efforts and leverage existing networks and coalitions; - Help Private Stakeholder Coordinator with mapping international development partners, including IGOs and NGOs with advanced SIDS portfolios (TNC, UNCTAD, etc) to share and leverage experiences and lessons learned, as well as amplify reach. 4. Project management: - Manage the realization of project outputs through activities; Liaise with the Programme Steering Committee to assure the overall direction and integrity of the project; Identify and obtain any support and advice required for the management, planning, and control of the project; Oversee project administration; Liaise with any consultants and subcontractors; Act as the contact person when reporting to UNEP. - In consultation with UNEP as implementing agency, plan the activities of the project and monitor progress against the initial quality criteria; Manage project personnel, subcontractors and consultants; Provide periodic updates to GGKP Steering Committee; Mobilize goods and services to initiate activities, including drafting TORs and work specifications; Monitor financial resources and accounting to ensure accuracy and reliability of financial reports; Make formal requests for budget adjustments/realignments to UNEP as needed; Manage preparation and timely submission of the Project Quarterly Financial Reports; half-yearly Progress Report and annual; Project Implementation Review (PIR); and the annual co-financing report; Manage preparation and timely submission of procurement plan and quarterly budget forecast for each calendar year; Arrange for preparation and timely submission of audits by independent audit firm. - Manage preparation and timely submission of Final Report; Arrange for preparation and timely submission of final audit by independent audit firm; Manage the transfer of project deliverables, documents, files, equipment, and materials to UNEP.
Qualifications/special skills
Advanced degree (master’s or above) in relevant discipline - At least 10 years of experience working in the SIDS community. - At least 10 years of experience working on chemicals and waste related issues and familiarity with the requirements of the BRS and Minamata Conventions - At least 10 years of project management experience coordinating multi-stakeholder initiatives. Knowledge and Skill requirements: - Career-level professional knowledge relevant to chemicals and waste management, in areas such as; the BRS and Minamata Conventions, e-waste, End-of-life Vehicles, POPs and mercury management, technical alternatives, finance - Extensive experience and network of contacts within the global SIDS community - Experience with project management of international projects including financial management and reporting, results-based (i.e., outcome-focused) project reporting, supervision of project staff and consultants.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
