Purpose of consultancy

To strengthen the data functions of the Department of Health and Migration at WHO Headquarters. This includes the follow-up on the first World Report on the health of refugees and migrants in preparing the second report, Global Data Initiative on health and migration and other associated evidence and normative products and activities of the new Department.

Background

Global data on refugees and migrants are limited often to migration flow and some demographic characteristics. There exists some evidence on socio-economic aspects and health of this population group, but focused mainly to sub-national levels, and seldom to national or regional level at best. The samples represented in the data often are not representative of the entire refugee and migrant population residing in a country or region.

Absence of systematic efforts to include refugees and migrants in data collection across local, national, regional and global levels is a clear and current issue, despite several recent policy initiatives including the SDGs. This has led to the unavailability to systematically collected data on the health of refugees and migrants that are comparable across countries and over time.

Filling this gap is required for evidence-informed policy making and targeted interventions that are impactful to make a difference in the lives of refugees and migrants. This will ensure the basic human right to health and include refugees and migrants in public activities.

With the above in view, PHM published in July 2022, the first World Report on the health of refugees and migrants as well as strengthening other evidence, normative and monitoring products, including a dedicated data initiative. This consultancy will provide key support to these functions.

Deliverables

  • Deliverable 1: Measurement of health of refugees and migrants through core questions.
    • Draft health and migration core questions for measuring various health aspects of refugees and migrants.
    • Drawing from the core questions, draft survey modules to integrate into national surveys, to understand the health of refugees and migrants, including for World Health Survey Plus.
    • Draft training modules to train the trainers for collecting data on the health of refugees and migrants.
    • Draft documents for planning and implementation of national surveys and adapt the core questions based on country feedback.
    • Develop training manuals and training of trainers documents for data collection.
    • Develop data analysis plans and analyze collected data.
    • Develop documents related to health information system assessments and strengthening.
  • Deliverable 2: Global monitoring framework on the health of refugees and migrants.
    • Draft global monitoring methodology showing the need for various data sources – surveys, administrative records, big data etc., and their integration.
    • Draft documents and materials for consultations for the global monitoring methodology.
    • Setup, facilitate and and prepare reports on consultation meetings.
    • Draft a roadmap and implementation plan for rolling out Global Data Initiative activities around the world including for collecting country-level data, data on/from health information systems etc.
    • Revise drafts and documents based on country feedback.
  • Deliverable 3: Second world report on the health of refugees and migrants.
    • Develop documents for planning, production and dissemination of the 2nd world report on the health of refugees and migrants.
    • Develop detailed methodology (evidence review, HIS and survey data) for the 2nd world report, adapt to regions and countries based on RO and country feedback.
    • Draft documents and materials for the global consultations for the world report.
    • Maintain progress status updates and contribute to planning meetings.
    • Provide methodological and technical review for the report content across different stages.
    • Draft a roadmap for a comprehensive technical and communications dissemination strategy for the world report.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in health or health related fields, data or data related disciplines, social science or research focused areas.

Experience

Essential:

  • 5 to 10 years’ relevant experience covering the following areas:
    • Complex data and data systems, including but not limited to survey design, data collection, data management, global health monitoring, database design/updating, data analysis, or data integration etc.
    • Project coordination, technical content management etc.
    • Research and publication processes.

Desirable:

  • Experience in SDG and other global indicators framework.

Skills/Knowledge:

  • Data and evidence generation, data management, data visualization, statistical analysis using SPSS, Stats or other software, etc.
  • Strong project coordination and management skills.
  • Advanced Report-writing skills (in English).
  • Sound knowledge of the field of migration and health data and evidence, WHO and other relevant international organizations.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of other UN official languages.

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
