Background:

This is an extra-budgetary position within project ‘Strengthening Targeted Assistance and Response Structures for Hate Crime Victims in the OSCE Region' (STARS). The contract will be issued for one year, with possibility of extension for the duration of the project which current end-date is 31 December 2026. The candidate should indicate the commitment to being available for the whole duration of the project.  

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It, therefore, addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate. 

The post is located in the Tolerance and Non-Discrimination within ODIHR in Warsaw. The Tolerance and Non-Discrimination Department (TND) works in the areas of preventing and responding to hate crimes, combating racism and xenophobia, anti-Semitism, intolerance against Muslims, intolerance against Christians and members of other religions; and fostering mutual respect and understanding.

The Associate Project Officer on hate crime victim support will be responsible for implementing and administering core elements of the project STARS by coordinating the network of experts on hate crime victim support, facilitating the project deliverables and overseeing the work of external experts and coordinating work with partners, including the European Commission.

Tasks and Responsibilities:

Under the overall supervision of the Deputy Head of the Tolerance and Non-Discrimination Department, the successful candidate will be tasked with the following duties:

  1. Developing and implementing agreed activities on hate crime victim support under the STARS project in co-operation with the European Commission and other stakeholders; 
  2. Co-ordinating with the European Commission's High-Level Group on combating hate speech and hate crime work of the Working Group on hate crime victim support;
  3. Establishing and coordinating the network of experts on hate crime victim support;
  4. Planning, negotiating and implementing capacity building and technical assistance activities on hate crime victim support, including events, training sessions, workshops;
  5. Providing substantive advice and developing guidance documents on hate crime victim support;
  6. Monitoring issues of concern, trends and good practices related to hate crime victim support, as well as response of governmental authorities, civil society organizations, and other relevant actors, followed by further inclusion of relevant information in ODIHR reports, publications, and the Tolerance and Non-Discrimination Information System.

Necessary Qualifications:

  • First-level university degree in international relations, law, human rights, political science, social sciences, or other relevant field;
  • Minimum 4 years of relevant professional experience in the field of human rights, criminal law or other relevant field, including at least 2 years of experience working on hate crime and/or hate crime victim support at the international level;
  • Experience in delivering training, facilitating meetings and public speaking is desirable;
  • Sound experience in network engagement and co-ordination of a network;
  • Experience in the region(s) of the OSCE targeted by the project (EU MSs) is beneficial;
  • Experience in monitoring and evaluation practices and tools is beneficial;
  • Excellent oral and written communication skills in English;
  • Ability to work within a team;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Proven gender awareness and sensitivity, and an ability to integrate a gender and intersectional perspective into tasks and activities.
     

Remuneration Package:

Monthly remuneration is approximately EUR 5,300 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at step 1 of the applicable OSCE salary scale.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
