Background:

The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counterterrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality.

The purpose of the OSCE Border Management Staff College, hereinafter referred to as the OSCE BMSC, is to enhance the knowledge of present and prospective senior managers of the border security and management agencies of the OSCE participating States and Partners for Co-operation and to promote greater cooperation and exchange of information among them. It is designed to provide a single point of knowledge delivery, a research and development capacity, outreach activities as well as access to the latest thinking, methodologies, techniques and technology regarding border security and management, within the framework of the OSCE Border Security and Management Concept.


Tasks and Responsibilities:

Under the direct supervision of the Human Resources Officer and overall supervision of the Chief, Fund Administration Unit, the Human Resources Assistant will be tasked the following duties:

  1. Cooperating with respective sections in the Fund Administration Unit (FAU) in the hiring and discharging processes of all project positions shown to be part of the BMSC Organigram;
  2. Assisting the BMSC National Project Officer and BMSC management regarding the addition, revision or removal of positions during the life of the project;
  3. Coordinating, in cooperation with respective sections of the FAU, advertising and processing applications for all positions necessary to be filled for the BMSC project;
  4. Assisting with the orientation of new employees to the internal processes, functions, and general guidelines of the BMSC;
  5. Supporting BMSC staff in drafting the terms of references (ToRs) necessary for the hiring of temporary personnel using Special Services Agreements (SSA). Using the concepts of instruction and development of the BMSC, the Human Resources Assistant will produce final drafts for agreement with the BMSC and the FAU prior to advertisement;
  6. Corresponding and reaching tentative agreement with prospective short-term consultants and instructors (experts) based upon the agreed ToR;
  7. Issuing SSA to selected individuals following agreement of BMSC and approval by FAU;
  8. Assisting temporary personnel to address issues and general inquiries regarding SSA and ToR’s related to their service(s) term(s);
  9. Performing other duties as assigned by immediate supervisor.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

  • Secondary education supplemented by specialized studies in administration;
  • Minimum four years work experience in administrative or HR functions with established organizational, communication and interpersonal skills; 
  • Excellent written and spoken communication skills in English, Russian and Tajik languages;
  • Computer literate with practical experience with Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
