this consultancy is to support the regional implementation of the EUROCLIMA LAC project. The consultant will be responsible for independently carrying out the following activities, adhering to the guidelines and work instructions provided by the UNEP team and the Programme Manager Officer for Energy Efficiency at UNEP. The consultant is expected to have relevant knowledge in the transportation and/or electric sector to provide guidance to the respective national authorities, particularly on electric mobility interoperability issues. Output 1: Support in defining a regional interoperability agreement. The consultant will develop a document outlining a regional agreement for electric mobility charging station interoperability within the Latin America and the Caribbean region. This document will be crafted by leveraging technical expertise and incorporating contributions from participants within the Interoperability Working Group. Activity 1.1 Conduct technical presentations on electric mobility charging station interoperability for the Interoperability Working Group in Latin America and the Caribbean, aimed at technical and regulatory exchange. Activity 1.2 Draft and disseminate the regional agreement. Draft and present the regional agreement to the Interoperability Working Group in Latin America and the Caribbean to stimulate technical and regulatory discussion on charging infrastructure interoperability in the region. This agreement will focus on reviewing actions that need to be worked on collectively to ensure charging station interoperability across countries. Activity 1.3. Assess regulatory situation of each country within the Interoperability Working Group in Latin America and the Caribbean 1.3.1. Identify and assess the interoperability elements to be established in each country, considering their context, energy market configuration, and Electric Vehicle (EV) charging service market design. 1.3.2. Conduct a presentation on the regulatory processes that countries in the region are undertaking regarding EV interoperability. Identify future steps to develop regulatory frameworks and policies to promote interoperable charging networks. 1.3.3. Generate a document identifying the regulations each country will develop in the short and medium term to have publicly accessible interoperable EV charging stations. Activity 1.4. Develop and deploy technical trainings 1.4.1. Conduct two technical training sessions on interoperability to enhance different governments' understanding and decision-making capacity. Output 2: Support for the management of the MOVE platform Activity 2.1. Draft the fourth edition of the state of electric mobility in Latin America and the Caribbean, following the structure of previous editions to create information and knowledge across all countries in the region. Activity 2.2. Participate in the generation of technical content for MOVE's online webinars. Deliverables Deliverable 1: Seven (7) PowerPoint presentations from the interoperability of Electric Vehicle (EV) charging station sessions delivered to the Interoperability Working Group in Latin America and the Caribbean (Activity 1.1). Deliverable 2: One (1) document with the regional agreement to promote interoperability among the countries participating in the Working Group in Latin America and the Caribbean (Activity 1.1.2). Deliverable 3: One (1) document with the regulations that each country will identify in the short and medium term to establish publicly accessible interoperable Electric Vehicle (EV) charging stations (Activity 1.3). Deliverable 4: One (1) document containing the fourth edition of the State of Electric Mobility in Latin America and the Caribbean (Activity 2.1). Deliverable 5: At least six (6) presentations delivered in MOVE's online webinars (Activity 2.2). Deliverable 6: Two (2) presentations (power point documents) from the technical training sessions on interoperability (Activity 1.4). Specific tasks and responsibilities The consultant will be responsible for: • Collecting and processing the data necessary for the development of the aforementioned studies. • Conduct interviews or generate the necessary information for the development of the aforementioned studies. • Attend to the needs of the national authorities and provide technical advice when required, • Attend meetings, calls, and guidelines provided by the UN Environment Project Manager. • Comply with the deadlines stipulated by the UN Environment Project Manager.

Duties and Responsibilities
The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. In this regard, the UNEP Regional Office for Latin America and the Caribbean is supporting the implementation of the Paris Agreement in the region. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term strategy, and the Programme of Work approved by the United Nations Environment Assembly (UNEA). Electric mobility is a priority measure to decarbonize the transport sector and reduce dependence on fossil fuels for the countries of Latin America and the Caribbean. The transport sector is responsible for nearly a quarter (23 percent) of global energy-related greenhouse gas emissions and is growing faster than any other end-use energy sector. Greenhouse gas emissions from the transport sector are expected to increase by almost 20% by 2030 and close to 50% by 2050 unless significant measures are taken. Limiting the increase in global temperature to less than 1.5 degrees Celsius requires a change in transport emissions trajectory, involving the development of an integrated electric mobility ecosystem covering various modes of transportation, accompanied by low-carbon electricity and hydrogen production, implemented in conjunction with broader sustainable transportation principles. In Latin America, transportation accounted for 67 million tons of CO2e (carbon dioxide equivalent) in 2015. The Latin America and Caribbean region has favourable conditions to advance the deployment of electric mobility technology, including a high installed capacity based on renewables generation, intensive use of public transportation, and the significant contribution of the transport sector to greenhouse gas emissions, leading many countries to prioritize transport sector in their Nationally Determined Contributions. Despite national efforts to promote electric mobility, this technology is still in an early stage of adoption and has not been able to achieve large-scale deployment. The relevance of a regional approach has been recognized by the countries of the region, as evidenced in discussions and decisions taken at specialized technical events and high-level ministerial forums. During the 21st Meeting of the Forum of Ministers of Environment of Latin America and the Caribbean (LAC), held in October 2018 in Buenos Aires, Argentina, one of the decisions on climate change mandates governments to promote the development, regional collaboration, and exchange of information on national and regional strategies, as well as the formulation of public policy instruments on innovation, clean technologies, and sustainable urban transport and mobility. Considering the common interest of countries in advancing the electric mobility agenda, both at the national and regional levels, and the alignment of this initiative with the Green Climate Fund (GCF) results framework, the Nationally Designated Authorities of 10 Latin American countries expressed interest in exploring GCF financing opportunities to support regional efforts and the exchange of experiences in electric mobility. In December 2019, the project 'Advancing a Regional Approach to Electric Mobility in Latin America' was approved by the Green Climate Fund through the Readiness and Preparatory Support Programme and was officially presented by the Ministers of the region during COP (Conference of the Parties) 25 in Madrid. The United Nations Framework Convention on Climate Change acts as a partner in the execution of this project. The EUROCLIMA LAC project aims to promote climate mitigation, resilience, and investment and contribute to environmentally sustainable and climate-resilient development in Latin America, particularly affecting the living conditions of vulnerable populations. The project will integrate actions for mitigation, adaptation, financing, and climate ambition and transparency (CA&T), based on the six program action lines (1. Plans and policies, 2. Climate financing, 3. Transparency and accountability, 4. Intersectoral, multilevel, and multisectoral coordination, 5. Action for climate empowerment, and 6. Gender and vulnerable groups). In this sense, hiring a Technical Expert in Interoperability and Electric Mobility is required to develop the results, as explained below. The consultant will be supervised by the UNEP Programme Manager Officer for Energy Efficiency for Latin America and the Caribbean and will work from home."
Qualifications/special skills
ACADEMIC:  A bachelor's degree in transportation, electrical, or environmental engineering, economics, related studies, or equivalent experience is required.  A master's degree in transportation, electrical, or environmental engineering, economics, related studies, or equivalent experience is required. PROFESSIONAL:  A minimum of seven (7) years of experience in transportation and/or energy projects or similar is required.  Three (3) years of relevant experience in the transportation and/or energy sector, from the public sector and/or multilateral or international organizations, in the development of public policies related to electric mobility, is desirable.  Experience and knowledge working on electric mobility issues in at least five countries in the Latin America and Caribbean region is desirable.  Knowledge of regulatory requirements to achieve interoperable electric vehicle charging stations in the Latin America and Caribbean region is desirable.  Experience working and collaborating as an international consultant on the subject is desirable.  Experience in the public sector in a country in the region on issues related to electric mobility is desirable.  Experience working in international organizations is desirable. LANGUAGE:  Fluency in Spanish is required.  Fluency in English is an asset. SPECIAL KNOWLEDGE AND SKILLS:  Demonstrates integrity and ethical standards.  Mature judgment and initiative.  Absolute commitment to confidentiality.  Ability to work independently and under pressure; take the initiative to judge priorities and organize work accordingly.  Intermediate knowledge and ability to use the set of standard applications (MS Office).  Strong interpersonal skills and highly developed cultural sensitivity to communicate with all levels of staff and external clients, both orally and in writing.  Excellent organizational skills, ability to perform multiple tasks, attention to detail, initiative, and independence.  Capacity for strategic relationship-building, communication skills, planning, and organizational abilities.
