Result of Service
The consultant will work in contact with the Project Coordinator in Cuba, who will follow up on the compliance with the deliverables. Those deliverables will be reviewed and certified within a period of no more than 5 days, after their receipt by the Project Coordinator. The services provided by the consultant will be under the technical supervision of the Project Coordinator in Cuba, and the general supervision of UNEP-CCC. In all cases, the product is considered completed after the technical review and approval of the Project Coordinator in Cuba (Cuba Focal Point) and the approval of UNEP-CCC.

Duties and Responsibilities
The consultant will undertake a part-time assignment to perform the following tasks and functional responsibilities: a) In coordination with CUBAENERGIA and UNEP-CCC, support the development of a training program for national experts on the use of the Greenhouse Gas Abatement Cost Model (GACMO) for establishing mitigation scenarios and monitoring mitigation options in the context of CDN. • Exchange emails with UNEP-CCC experts to establish a training program on the GACMO tool (with its detailed agenda) for national experts according to the needs of the national context; • Take into account the considerations of CUBAENERGIA for the training program and validate the training program (agenda) with CUBAENERGIA; b) Take part in the general introduction to the GACMO tool and in the detailed training given by UNEP-CCC experts on the GACMO tool. • Support the delivery/coordination of the training (depending on whether this training takes place in person or through webinars) if needed; • Take part in general training to acquire GACMO expertise. c) In coordination with CUBAENERGIA and UNEP-CCC, support the information and data collection process required to build the different versions of the GACMO tool as detailed in the description of the outputs below, including for the baseline for the period 2020-2030 without mitigation; and for the inventory projection for the period 2020-2030 in the mitigation scenario. d) Develop the following final deliverables: 1. A scoping report (P0) 2. A document that contains a review of existing relevant methodologies and procedures for collecting data for mitigation contributions, defining their progress over time until 2030 (P1). 3. A report containing the projection of the inventory baseline for the period 2020-2030 without mitigation (components/categories/sectors related to the 5 mitigation contributions contained in the CND) (P2). In correspondence with the provisions related to the projections contained in: • Decision 18/CMA.1, MPGs (modalities, procedures and guidelines for the transparency framework for action and support referred to in Article 13 of the Paris Agreement) • Decision 5/CMA.3: Guidance operationalizing the modalities, procedures and guidelines for the enhanced transparency framework referred to in Article 13 of the Paris Agreement. 4. A report containing the inventory projection for the period 2020-2030 in the mitigation scenario (corresponds to the mitigation measures contained in the CND of Cuba Updated in 2020) (P3). In correspondence with the provisions related to the projections contained in: • Decision 18/CMA.1, MPGs (modalities, procedures and guidelines for the transparency framework for action and support referred to in Article 13 of the Paris Agreement) • Decision 5/CMA.3: Guidance operationalizing the modalities, procedures and guidelines for the enhanced transparency framework referred to in Article 13 of the Paris Agreement. 5. A final report (P4).
Qualifications/special skills
- Advance university degree (Master’s or equivalent), preferably in the natural sciences, with postgraduate studies in climate change and/or related fields. - A minimum of 5 years of practical experience on climate change issues, mitigation, and MRV systems under the enhanced transparency framework of the Paris Agreement. - Experience linked to the formulation and/or monitoring of Nationally Determined Contributions. - General knowledge about baseline scenarios and mitigation scenarios, their preparation, and emissions calculation systems. Key Competencies: - Analytical capacity and power of synthesis. - Report writing and attention to detail. - Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities. - Management of MS Office, Internet and electronic means of communication.
