Overview
Jhpiego is hiring for Technical Officer position which based in Battambang Province , Cambodia who will provide technical support in the areas of health system strengthening related to mental health.

Responsibilities
- Provide technical and programmatic support in provincial-level project planning, implementation and monitoring
- Ensure that Jhpiego’s project activities are technically sound, evidence-based, and responsive to the needs of the country, its people, and the donor - in line with Jhpiego standards
- Assist and participate actively in technical and strategic support to the Ministry of Health’s Department of Mental Health and Substance Abuse, the relevant Provincial Health Department, and the relevant Operating Districts
- Provide technical assistance related to mental health-related capacity building, service delivery and data capture and analysis
- Assist capacity building strategies and facilitate the implementation
- Provide effective support to technical team members, short-term consultants and relevant counterparts
- Document the data and generate the evidences for further strategic planning
- Provide technical support and mentoring as required
- Participate and represent Jhpiego in professional fora by participating and presenting in pertinent meetings and conferences, as well as technical working groups
- Cultivate strategic relationships between Jhpiego, its partners, donors, private sector entities, government ministries and other stakeholders for the smooth implementation of project activities
- Help to enter data of activity implementation into the MEL system
- Help to collect data from health facility for MEL team and report writing
- Provide regular based of weekly, monthly and quarterly report to Provincial coordinator
- Perform other duties as assigned by the supervisor
Required Qualifications
- Preference will be given to candidates with education and/or strong implementation experience related to mental health and psychosocial support
- Bachelor’s Degree in Health or a related field; clinical experience is an added benefit
- A minimum of 5 years’ experience working on public health programs at national and provincial levels
- A strong understanding of the health system in Cambodia, and the roles of public and private/non-government actors
- Demonstrated experience providing technical and programmatic support in donor-funded projects
- Ability to understand and ensure adherence to applicable laws, policies, and regulations
- Demonstrated strong understanding of political contexts and experience in collaboration with both government and non-government stakeholders
- Ability to work in a complex environment; able to perform multiple tasks with short notice
- Ability to develop productive working relationships with a wide range of key stakeholders
- Excellent verbal and written communication and presentation skills in both Khmer and English
- Strong computer literacy
- Ability to travel frequently
