Background:  

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant. 

Overall Purpose of the role:
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to Area and base operations
• Supervise members in team
• Deliver technical support and guidance to team
• Responsible for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management, and general logistics support to the programme within the Area office
 Responsibilities: 

Management
•    Lead and manage the team (including people planning, performance, well-being and development)
•    Ensure effective planning and quality implementation of the Area Supply chain activities including daily monitoring of quality of work.
•     Assess the daily quality 
•    Provide technical support and inputs 
•     Reporting.
Supply Chain Support and administration
•    Ensuring all the procurement processes are in line with DRC Operations Handbook
•     Effective and efficient support to programs’ needs. 
•     Develop and maintain relevant data base. 
•     Maintaining an Updated assets list. 
•     Weekly and monthly status reports as required
•     Warehouse management, including reporting and alert mechanism to program staff. 
•    Assist in recruitment, training and capacity building of the logistics team
•     Coordination of programme staff to ensure logistics involvement in the whole programme cycle
•    Procurement of all goods and services
•     Establish and follow up annual procurement plans for Area focused Projects
•     Track all orders, purchases and deliveries
•    Ensure that all logistics specific donor rules and policies are understood and respected
•    Oversight of all purchase and service contract to ensure DRC's interests are protected
•    Vehicle fleet management, Ensuring Efficiency and Optimization of available resources.
•     Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts
•     Fixed asset management
•    Ensure DRC supplier due diligence is effective in the relevant context
Ensure proper operation of DRC Dynamics ERP supply chain system by staff under supervison
•     Apply report and data analytics to improve supply chain operation in area of concern
DRC Dynamics ERP System
•    Ensure that processes under supervision are handled properly via DRC Dynamics
•    Ensure ERP functionalities are properly used by concerned staff and team has proper knowledge and access to information to use DRC Dynamics
•    Apply reports and data analytics from ERP system to improve overall Supply Chain performance in the area office

As Team Leader the post-holder is responsible for the following:
•    Accountable for people management of employees, usually working in the same area of work
•     Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time.
•    The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role

Education, Experience and technical competencies is Essential:

•    Minimum Bachelor degree in Procurement & Supply chain Management, Bachelor of Business Administration (BBA) or Any related field with 3 years of practice experience.
•    Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority. 
•    Minimum 3 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
•    Proven management skills and a competence in people management
•     Commitment to learning and implementing organizational policies and procedures. 
•    Excellent skill in MS Word, Excel, and PowerPoint
•    Experience in managing supply chain in an ERP system
•    Good understanding of the procurement rules and regulations of major international donors
•     Full professional proficiency in English
Languages:
•Fluency in written and spoken Somali & English.

Conditions

Availability:     February 2024
 
Duty station:     GALKAYO 
 
Reporting to:    Area Manger

Duration:       12 Months with possibility of extension based on performance and funding

Contract:      This position is graded as Band G-Non-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
