ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Area Offices (AOs) or Field Offices (FOs) and report to the Aviation Officer, or the designate.
Job holders typically specialise in either air transport or air movement, and at this level they work under minimal supervision taking responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices. Job holders are able to recommend straightforward courses of action to staff, and may allocate tasks and support other staff.

JOB PURPOSE

The Aviation Assistant works under the direct and technical supervision and guidance of the Aviation Officer Afghanistan.


The incumbent will be responsible to assist AO during the entire operation at the field level terms of aircraft operation, passenger, cargo/baggage/pouch handling, safety oversight administrative Take flight and reporting issue related.

KEY ACCOUNTABILITIES (not all-inclusive)

a) Handling of documents, reporting
 Keep on file cargo and passenger manifest for all the flights to/from operations station, as well as other related documents.
 Compile movement/dispatch statistics, returns and reports in accordance with procedures, rules, and regulations.
 Update Takeflite database specifying shows, no-shows, cancellation against actual manifest and other relevant data.
 Prepare weekly operation report (sitrep) and other reports as requested by the supervisor.
 Ensure Performance Evaluation and work plan are established, regularly followed, and monitored for the compliance. KPIs (Key Performance Indicators) are monitored and recorded.

b) Passenger and Baggage Handling:
 Check-in procedures in accordance with the requirements and instruction issued by AFO and the aircraft operators.
 Inform passengers about the flight time of arrival/or departure.
 Guid passengers from the aircraft through controls to connecting transportation and vice versa.
 Handle baggage in the baggage sorting area, deliver baggage in accordance with the location procedures.
 Weigh and tag checked and carry-on baggage.
 Effect the conveyance of the checked baggage from the baggage check-in position to the aircraft and vice-versa.
 Report irregularities such as lost, found, and damaged property.
 Notify AO (Aviation Officer)/CATO (Chief Air Transport Officer) and customer service officer of complaints/claim made by passengers.

c) Cargo handling:
 Report irregularities such as lost, found and damaged cargo and report such to the concerned.
 Notify AO/CATO and customer service officer of complaints/claim made by Users about Cargo.
 Sort inbound and outbound cargo prior to release in accordance with the nature of goods and the routing of the cargo.
 Tally and assemble for dispatch by weight and volume, cargo up to capacity available on specific aircraft.
 Prepare cargo manifest(s) and forward applicable copies of documents to ALCON,
 Check incoming cargo against document(s).
 Notify consignee/agent of arrival in accordance with applicable instructions.
 Properly identify and handle Dangerous Goods and provide all necessary associated documentation (Shipper’s declaration, etc.) to the operator and crew.

d) Flight Handling
 Provide final flights manifests and other relevant documents and required information to the crew.
 Convey and deliver documents between the aircraft and appropriate airport authorities.
 Provide/arrange for suitable equipment for transportation of loads between points in terminal areas as required.
 Oversee loading/unloading of baggage and cargo and passengers boarding/disembarkation.
 Keep records and provide to ALCON UNHAS colleagues of actual block-off/block-on and take-off/landing timing for AURs verification.


e) Partnership:
 Provide flight information to concerned agencies as well as UNHAS operational details.
 Address requests from the User Agencies at local lever or escalate, when required,
 Ensure Customer’s feedbacks are recorded and conveyed to the supervisor and Customer service Officer.
 Meet timelines for the delivery of services to the clients.
 Establish strong and productive communication and interaction with the local aviation authorities, WFP HOs; service providers/suppliers.
 Ensure good regular communication is done with the local Users in the form of local User Group or any other convenient way.


f) Safety and Security Management:
 Report immediately to the AO/CATO and the aircraft crew all damage noticed at or inside the aircraft irrespective of cause or time of occurrence.
 Perform airstrip assessment, ensure actions are taken to mitigate identified safety and security risks.
 Provide weather and security report to Flight Following Office as per the relevant procedure.
 Ensure implementation of applicable ASP (Aviation Safety Program) activities at the field station level.
 Immediately report to the AO/CATO all beaches of internationally accepted regulations and procedures as well specific requirements of UNAVSTAD (United Nations Aviation Standards), WFP Aviation ATM (Air Transport Manual) AFO SAOP, /ASP and AVSEC (Aviation Security) program.

g) Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completed of secondary school education, post-Secondary certificate in air traffic control, flight dispatch, aeronautical engineering or related field is desirable.


Experience: Minimum 5 years of experience in aviation industry on in passenger cargo transportation field.


Knowledge & Skills:
 Ability to perform precise and detailed work and handle a large volume of tasks quickly and accurately.
 Computer and specific applications (Takeflite, Indigo Sat track etc.) utilization literacy.
 Prompt information sharing as well as technical action plan and compliance to the existing procedures are vital.


Desirable Knowledge and Skills:
Advanced knowledge of UN and WFP Corporate policies, as well as UNHAS, ICAO regulations, policies, rules, and procedures in the workplace.


Languages: Fluency (level C) in English, as well as Tajik and/or Russian. Fluency in both Tajik and Russian is an advantage.
