Overview & Responsibilities

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realise justice and promote peace and sustainable development. IDLO is the only global intergovernmental organisation exclusively devoted to promoting the rule of law and access to justice.

With its headquarters in Rome, Italy, a Branch Office in The Hague, Permanent Observer Missions to the United Nations in New York and Geneva, and 18 Country Offices across the globe, IDLO carries out policy advocacy, research, and the rule of law and justice programmes, operating in every region of the world.

 

Under the supervision of the Director, Office of the Director-General (ODG), and in close collaboration with relevant Departments and Offices, the incumbent will support the ODG in monitoring and coordinating operational issues of strategic importance to IDLO. The incumbent will also support ODG and SLT in the implementation of initiatives to strengthen systems and processes and in coordinating responses to complex operational challenges and crises.

 

The Senior Advisor, Operations, is responsible for the following duties:

  • Supports the implementation of Organizational Enabler 3 (Improve Systems and Processes) of IDLO’s Strategic Plan, including coordinating reviews of organizational systems and processes in close collaboration with relevant departments and offices.
  • Contributes to analytical support and strategic advice and assistance to the Director-General and senior management on operational issues.
  • Analyzes, designs and implements existing or develop new guidelines, generic operational planning templates, internal reporting systems and other operational planning documents at global and country levels as needed.
  • Participates in regular Country review meetings to identify and address potential operational challenges, including participating and coordinating interdepartmental working groups, ad-hoc task forces etc., as needed.
  • Supports the IDLO Security Management Team and the HQ Security Adviser in the development, implementation and update of operational guidance and planning documents, including Security Risk Assessments, Business Continuity Plans etc.
  • Monitors, analyze, and report on changes in field-related policies and procedures of other relevant organizations.
  • Designs, coordinates, and implements training programs on operating policies and procedures as needed.
  • Performs any other similar duties as requested by the supervisor.

Job Requirements

Education and Experience

  • Bachelor’s degree required, Master’s preferred in Law, Political Science, Social Science, International Relations, Business or another field relevant directly to the work of IDLO.
  • A minimum of 10 years of substantive, relevant operation experience at a senior level, preferably in an international/multilateral organization or in government, is required.
  • Demonstrated experience in developing and implementing operational planning documents and reports.
  • Strong diplomatic skills with proven experience in building and managing effective partnerships with diverse stakeholders in complex multi-cultural environments.
  • Experience in developing and implementing training programs on relevant policies across an organization.

Language

  • Full professional competence in written and verbal communication skills in English is required.
  • Knowledge of other languages is highly desirable.

Specific knowledge, skills and behavioural competencies

  • Ability to analyse complex processes and translate findings into reports and operational outcomes.
  • Strong communication skills with demonstrated strategic and advisory experience at a senior management level.
  • Proven experience in working with senior executives.
  • Effective influencing and relationship-building skills at all levels across diverse groups of stakeholders remotely and face to face.
  • Strong writing skills, specifically with experience in developing guidelines, planning documents and training programs as required.
  • Solid project management skills, including the ability to prioritize and meet multiple project deadlines simultaneously.
  • Flexible and entrepreneurial, with a willingness and ability to use initiative to assist the Organization in achieving its objectives.
  • Excellent written, verbal and visual communication skills are required.
  • Proficient in utilizing standard information technology, including Microsoft Office and related software.
  • Keen sense of ethics, integrity, and commitment to IDLO's values and mandate.
  • Able and willing to travel to field operations, including in post-conflict countries.

Terms & Conditions

For this internationally professional recruited position, IDLO shall offer the selected candidate a Fixed Term Contract of 24 months, with the possibility of extension subject to performance and availability of funding.

IDLO shall also offer a yearly basic salary of EUR €88,000.- and a benefits package including provident fund contribution (14%), medical insurance, and leave entitlements in accordance with the IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
