Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). Turkish Red Crescent Society (TRCS) is the largest humanitarian organization in Türkiye, and, as an auxiliary to the government, has been playing a leading role in providing assistance both to the Syrian refugees, Ukraine crisis affected people and the Earthquake impacted population. While the assistance to the previously mentioned population continues, the earthquake that hit 11 provinces of Turkiye on 06 February 2023 has created unprecedented humanitarian needs in the country to the extent that Turkiye has requested for an international support to contain the emerging needs.

Job Purpose

Under the supervision of Manager, PQA, the Delegate, PMER will assure quality and timely reporting related to the Turkiye Earthquake Operation. The Delegate, PMER will work closely with TRCS operations and programme teams to strengthen monitoring and reporting of activities, in particular how and what information is collected and aggregated. The Delegate, PMER will also support the development of any operational plans and proposals, as needed. Key functions will include:

  • The Delegate, PMER will support relevant units in coordinating with operations and program teams to ensure that various PMER tools are appropriately adopted in all programmatic areas and actions.
  • Assisting in the development of PMER-related processes, procedures and systems and contributing to the TRC staff PMER technical capacity.
  • Provide technical support and guidance for PMER activities of relevant programs and operations
  • Contribute to a culture of learning, performance and accountability by identifying and sharing best practices in planning and reporting with Red Crescent/Red Cross Movement and non-Movement actors

Job Duties and Responsibilities

Planning and Reporting

  • Streamline reporting processes in collaboration with TRC operations and programme teams for effectiveness and efficiency.
  • Coordinate and consolidate high-quality reporting across all TRC operations and programme teams, ensuring adherence to deadlines and quality standards.
  • Ensure compliance with Donor requirements and TRC’s standards and formats for diverse reporting products (situation reports, fact sheets, presentations, amongst others).
  • Regularly collect, consolidate, and interpret (and analyse) for reporting, liaising with relevant TRC staff.
  • Under the supervision of the TRC Monitoring, Evaluation and Reporting Deputy Coordinator, perform quality control and final editing of all reports, maintaining professional standards.
  • Support in developing/improving existing internal reporting templates/tools, based on realistic delivery of reports.
  • Maintain good communications with TRC technical / operational teams for accurate and relevant report content.
  • Collaborate with technical and support managers, including finance, to align narrative and financial reporting.
  • Support the PMER cycle for various plans including proposal development, internal reports, donor reports, etc..
  • Provide support to wider TRC planning and reporting activities, as relevant/required.

 

Monitoring

  • Develop and enhance tools, processes and systems for effective monitoring
  • Formulate and refine data analysis plans for all M&E reports aligning with the existing M&E framework.
  • Ensure monitoring compliance and oversight for EQ Operation.
  • Liaise (with TRC operations/programme teams) for data collection exercises ensuring timely and reliable data.
  • Support with the design of analysis plan and reporting structure for qualitative and quantitative surveys to ensure timely finalization of reports.
  • Conduct market monitoring activities (e.g. Price monitoring, MEB revisions, analysing economic trends).
  • Support to maintain and administer the M&E database to track EQ logframe indicators; analyse, aggregate and regularly share findings.
  • Undertake field monitoring visits with TRC operations and programme teams.

Job Duties and Responsibilities (continued)

Evaluation

  • Assist in design and execution of M&E surveys, reviews, lesson-learning exercises/workshops, evaluations, or other relevant studies, to ensure they are timely, useful and ethical and uphold TRC criteria and standards.
  • Participate in baseline studies, endline studies, and support collection and analysis of data, in coordination with TRC operations and programme teams.
  • Participate in any internal reviews of operational progress, including lessons learning reviews.
  • Support the development of ToRs for internal and external evaluations, studies, reviews, and lessons learned.

 

Learning

  • Where necessary support learning and information sharing from all operational monitoring, reviews, or evaluations so that it can inform decision-making and the direction of the operation.
  • Contribute to identifying ways to capture learning or good practices from other actors and disseminate with the operational management and teams.
  • Create/disseminate user-friendly PMER guides, manuals, and toolkits that TRC staff can reference.
  • Connect TRC PMER staff with external PMER networks and forums for broader learning and exposure.

 

Capacity Strengthening

  • Work towards building staff’s capacity in such a way that PMER team can be sustainably managed by TRC staff.
  • Train PMER staff on the use of PMER software, digital data collection tools, and analysis platforms.
  • Organise workshops and simulations where staff can practice PMER skills in a controlled realistic environment.
  • Provide one-on-one coaching sessions for staff requiring additional support in specific areas of PMER.
  • Promote a mentoring culture where less experienced staff can receive guidance and support from more experienced colleagues.
  • Support staff in pursuing external professional development opportunities, such as conferences, webinars, and courses relevant to PMER, to bring external insights and knowledge into the organisation.

Education

Required:

  • Graduate degree in Social Science, Journalism, Public relations, Translation studies, or related area

Preferred:

  • Post-graduate qualification in Social Sciences

Experience

Required:

  • A minimum of 3 years’ experience of working in donor reporting within the humanitarian or development sector
  • Knowledge of procedures and reporting requirements of IFRC-funded projects
  • Experience in supporting organisational reporting mechanisms
  • Experience in drafting and editing public documents 
  • Experience in NS capacity strengthening

Preferred:

  • Experience working for the RCRC Movement
